Description
Notice of Intent to Award a Sole Source Procurement. The Government intends to issue a sole source contract for the privatization of the electric, water and wastewater distribution systems for the 183rd Fighter Wing (FW) Air National Guard Base (ANG B) located at Capital Municipal Airport, to: City Water Light and Power Company (CWLP). Privatization is defined as the transfer of ownership and responsibility for the operations, maintenance, repair, future upgrades, and future utility system replacemen ts. CWLP (Contractor) will assume ownership of the above-mentioned utility systems and will be required to provide expansions to the system to meet future needs of the government. The resulting contract, if awarded, will require the Contractor to furnish all facilities, labor, materials, tools, and equipment necessary to own, maintain, and operate the utility system. The Contractor shall manage the maintenance, repairs, replacement, etc., of the systems to ensure continuous, adequate, and dependable serv ice for each Government or tenant connection within the service area. The Contractor shall be responsible for funding all capital investments required to acquire, maintain and operate the utility systems in a safe, reliable condition and to meet the requi rements listed in the contract. The utility systems will be conveyed via a Bill of Sale upon award of the contract. The electric , water and wastewater systems being privatized are described as follows: The 183rd Fighter Wing (FW) of the Illinois Air Na tional Guard occupies 91 acres of leased land on the Capital Municipal Airport (MAP), located approximately three miles north-west from downtown Springfield, Illinois. The mission of the 183rd FW is to provide 15 combat ready aircraft, pilots, and require d support personnel capable of global deployment to perform tactical, general-purpose warfare as directed by major command authority. The unit currently flies the F-16 Falcon but will convert to a Centralized Intermediate Repair Facility and component Nu mbered Air Force. The 183rd FW occupies 2 administrative and 31industrial buildings totaling approximately 267,600 square feet with 321 full-time personnel. A unit training drill is conducted once a month and results in a surge of up to a total of 1,121 personnel. For the electric distribution system, power is provided by CWLP and enters the base and is metered at two locations. It is delivered and distributed at 12.7 kV through a radial configuration. The primary distribution system consists of approxim ately 8,300 linear feet of 3-phase 3-wire and 4,800 linear feet of ground wire underground circuits rated at 15 kV. The underground circuits are in ductbanks buried at an average depth of 4 feet and are not marked with tracer wire. Multiple branches feed 22 three phase pad mounted transformers ranging from 75 to 750 kVA. The system includes eight 6-feet deep by 5-feet square utility vaults, 33 lightning arrestors, 11 fuses, three 2-way underground switches and eight 4-way underground switches. Although pea k demand is unknown, base personnel indicate the capacity of the current system is adequate for present and future needs. Water service is supplied CWLP and enters the base at two points. The configuration is a looped system with water delivered at 50 to 6 0 psig. The distribution system consists of approximately 770 linear feet of PVC pipe, 6,800 linear feet of ductile iron pipe, 1,500 linear feet of cast iron pipe, 950 linear feet of transite pipe, and 270 linear feet of copper pipe. Pipe diameters range from one to eight inches. Pipe is buried at an average depth of five feet without the use of tracer wire or marking tape. The system also has 24 steel gate valves and 24 fire hydrant assemblies. Base personnel indicate the capacity of the current system is adequate for present and future needs. The Capital MAP (ANG) wastewater collection system operates via gravity flow and enters the base at one location and ex its the base at two separate locations. The wastewater collection system consists of approximately 560 linear feet of PVC pipe, 170 linear feet of ductile iron pipe; 140 linear feet of concrete asbestos pipe and 6000 linear feet of vitrified clay pipe. P ipes range in diameter from four to eight inches. Pipe depth ranges from five to 18 feet without tracer wire or warning tape. The system includes four pre-cast concrete manholes and 16 brick manholes ranging from six to 20 feet in depth. Base personnel ind icate the capacity of the current system is adequate for present and future needs. Competitive proposals were requested in 2001 and no offers were received. This notice is not a request for competitive proposals. The proposed contract action is for serv ices for which the Government intends to solicit and negotiate with only one source under the authority of DoD Utility Privatization Policy dated 2002. However, interested persons may identify their interest and capability to respond to the requirement. This information shall include: confirmation of your understanding that the requirement includes purchasing the distribution system, and then entering into a 50-year contract for the operation, maintenance, repair and replacement of the systems; furnish us with references indicating your prior experience operating, maintaining, repairing and replacing such systems; and indicate how you would meet the emergency response time requirement of one hour. All responses received within ten calendar days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received wil l normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
