- MARKET SURVEY/SOURCES SOUGHT Napa Valley Wine Train Relocation Napa, California The Sacramento District of the U.S. Army Corps of Engineers has an upcoming project for the Napa Valley Wine Train (NVWT) Segment 3 Railroad Relocation, which will be performed in downtown Napa, CA with an estimated magnitude between $40,000,000 and $50,000,000. This relocation is critical and must be performed prior to excavation of the Oxbow Bypass channel. The NAICS Code for this project is 237990 wi th a Small Business Size Standard of $31,000,000.00. This announcement serves only as a market survey/sources sought in order to determine the availability of 8(a), HUBZone, and Service-Disabled Veteran Owned small business concerns. PROPOSALS ARE NOT BE ING REQUESTED AT THIS TIME. Responses are being sought from qualified 8(a), HUBZone, and Service-Disabled Veteran Owned small business concerns possessing the technical expertise and bonding capability to execute the work requirements. This project is to relocate an existing operational railway, for which the required work elements include, but may not be limited to: 1) construction of a segment of new railway that is approximately 35-feet from and 3-feet higher than the existing railway; 2) construction of two bridges, to include four railway approaches; and 3) modification of several grade crossings at multiple surface street intersections. Construction will be phased over three fiscal years. Additionally, due to seasonal climate, certain work element s of this project can be performed only during specific timeframes during the work (i.e., in-channel work). ALL CONSTRUCTION WILL BE PERFORMED WHILE THE TRAIN CONTINUES NORMAL OPERATIONS ON THE EXISTING RAILWAY AND SHALL NOT IMPEDE THE TRAINS SCHEDULED O PERATIONS. Interested contractors must submit the following in response to this Sources Sought notice: 1) Proof of bonding capacity in the amount of at least $45,000,000; documentation must be in the form of a statement from the contractors bonding comp any identifying both the per contract and aggregate bonding limits; 2) Verifiable experience (i.e., previous projects) of performing railroad relocations without interrupting existing railway operations; and 3) How you will manage work in accordance with F AR 52.219-14(b)(3), Limitation on Sub-contracting: General Construction. The concern will perform at least 15 percent of the cost of the contrat, not including the cost of materials.
