Description

This announcement is being prepared in accordance with FAR Part 5.201 where the Government intends to solicit and award to only one source under the authority of FAR Part 6.302-1. The Bureau of Land Management, Alaska State Office, on behalf of the Bureau of Land Management Alaska Fire Service, intends to solicit only one source for the procurement of eight (8) each 2,500 gallon collapsible aircraft fuel storage bladders for use in fire fighting activities within the state of Alaska. To ensure standardization with existing Government owned supplies and materials previously tested and found to meet specifications required for this requirement, the Government intends to award a single-source procurement to Engineered Fabrics Corporation of Rockmart, Georgia following solicitation and pricing negotiations in accordance with a combination of FAR Part 12 and FAR Part 13. Comparable sized fuel bladders have been found to be commercially available; however, the specialized fabric coating and manufacturing processes for the required fuel bladders are only available from Engineered Fabric Corporation of Rockmart, Georgia who uses a proprietary material in its construction of utility type fuel bladders. The material is of the companies own formula and is proprietary information, owned and patented by the company. The company does not sell or distribute the raw materials to any contractors or other customers, whether Government or commercial. This notice of intent is not a request for competitive proposals or offers and the Government does not intend to accept or review offers or quotes received in response to this notice. In accordance with FAR 5.203(a)(1) it is anticipated that contract award will be made approximately 12 days following the posting of this notice on or about March 4, 2008. See numbered note 1.
