This announcement is published as a Total Small Business Set-Aside action per FAR 52.219-1 and 52.219-6 (this means you must be a small business, quoting the product of a small-business manufacturer); all eligible, responsible sources may submit an offer. This is a combined synopsis / solicitation for commercial items prepared in accordance with FAR 13 and the format in FAR subpart 12.6, as supplemented with additional information included in this notice. Solicitation number / RFQ N00244-08-T-0206 applies; an electronic copy of the RFQ can be accessed at http://www.neco.navy.mil. This solicitation documen t and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-23 and DFAR Change Notices effective through 1/24/2008. The NAICS code is 811213 and the business size standard is $6.5 million. The agency need is for a maintenance / service contract for the Fleet Area Control & Surveillance Facility (FACSFAC) located at Ford Island in Hawaii. The requirement is for a fixed price contract. The performance work statement (PWS) is as follows: 1.0 BACKGROUND: The FACSFAC Systems are operated and maintained by Naval Region Hawaii and are principally located at Ford Island, Waimanalo Ridge and Mount Kaala, on the Island of Oahu, Hawaii, with a site at Mount Kokee, on the island of Kauai . 2.0 SCOPE: Provide Telecommunication Technician(s) necessary to maintain existing FACSFAC systems on the island of Oahu (with up to twice a year visits to Kauai). This includes performing regular preventive maintenance (PM), repair work, emergency service calls and other work of an unforeseen nature associated with maintaining the system in continuous operating condition, 24 hours a day, seven days a week. Service calls may include working during non-workday hours and weekends to satisfy mission requirements and ensure uninterrupted & optimum operation. Technician(s) shall serve as a technical resource for current and future FACSFAC operator personnel as required. 3.0 PERFORMANCE OBJECTIVES: The Contractor shall provide personnel to perform periodic maintenance procedures previously established and in accordance with (IAW) the Navy?s Maintenance and Material Management (3M) system, to ensure no loss of operational capability. All FACSFAC system equipment is associated with a corresponding Preventative Maintenance (PM) record, which provides equipment information, tools and materials, procedures, frequency of PM and estimated number of man-hours required to accomplish PM procedures. During the contract period, the Government may add, delete or revise PM records; the Contractor shall comply with all changes at no additional cost to the Government. The Government shall provide all replacement parts necessary to maintain equipment. 3.1 Site equipment includes the following Microwave and communication systems equipment 3.1.a Navy AN/WSC-3 UHF Communication Sets (including satellite and line-of-sight). 3.1.b UHF Demand-Assigned Multiple Access (DAMA) radio. 3.1.c AN/VSQ-125 Tactical Digital Information Link (TADIL). 3.1.d Antenna structures & tower equipment 3.1.e AN/GRC-171, UHF Radio Set 3.1.f AN/GRC-211, VHF Radio set 3.2 Site equipment includes the following Air Traffic Control system equipment: 3.2.a C-103-2065 Flight Data Input/Output (FDIO). 3.2.b C-103-2118 AN/FSC-104(v) Standard Emergency Communication System. 3.2.c C-103-2017 ETVS hardware equipment (Ground to Air Communication System) 3.2.d Air Defense Systems Integrator (ADSI) 3.2.f Visual Information Display System (VIDS) 3.2.g Navy AN/FSC-127(v) Enhanced Terminal Voice Switch (ETVS) 3.2.h RVCS (Advanced Integrated Recorder) Air Model 2000 3.2.i ALCATEL MDR 6000 (7.5mHz) Microwave Telecommunications System 3.2.j Multi-Plex 4000 Digital Multi-Plexer (Video data splitter) 3.2.k CM-200 ATC XMTR/RCVR 3.3 Site equipment includes the Global Command and Control System-Maritime (GCCS-M) system equipment. 3.4 No overtime work is allowed without prior approval of the COR. 3.5 Scheduled or coordinated downtime for maintenance of system equipment shall be at the discretion of the COR. The Contractor shall meet on a weekly basis with the COR to review schedule downtime to service equipment, and to resolve any issues or concerns of a non-emergency nature. 3.6 The Contractor shall not exchange subassemblies, materials or parts between equipment to accomplish repairs without the specific written approval of the COR nor shall the Contractor substitute or replace parts or materials with a grade of part or material less than that provided by the original equipment manufacture. 3.7 Corrective Maintenance performed during casualty or equipment failure shall be timely. Repair progress shall be considered unsatisfactory if the repair is not completed with two days from the date of discovery, in instances where parts are not required, parts are required but are available locally, or where parts are on hand. The COR may waive the 2-day repair requirement. Repairs in excess of 30 days, for which parts are not available locally, will be considered unsatisfactory, unless approved by the COR. 3.7.1 The Contractor shall provide a report upon the completion of corrective maintenance utilizing OPNAV 4790/2K (form to be provided by government). The report shall include a summary of work performed, material used, and the hours expended on the work. 4.0 PERFORMANCE MEASUREMENTS: 4.1 Two types of service is covered by this Contract-firm, fixed price and indefinite quantity work. 4.1.1 Firm Fixed Price includes the services of technician(s) supplied weekdays during normal work hours and based at Ford Island. Routine repairs, PM work and emergency calls that can be completed within the normal workday of 8 hours (including travel to and from Mt. Kaala). Normal working hours are 0730-1530 Monday through Friday, except federal holidays. Any work outside the normal workday must have the prior approval of the COR 4.1.2 Indefinite Quantity Work includes work that is made outside the Contractors technicians? regular working hours and may include emergency call work that is estimated to exceed a normal workday. All costs associated with the repair work will be factored into the proposal, including, all direct and indirect charges for labor, equipment and tools associated with the repair. Once negotiated and issued, no further changes are allowed without the approval of the COR. Any repairs beyond $25,000 will require a further negotiation and agreement prior to start of work. All indefinite quantity work shall not interfere with the work performed under the firm, fixed price portion of paragraph 4.1.1. 4.1.2.1 Emergency call requirements: The Contractor shall respond within 45 minutes of initial notification by phone or pager. Inability to respond within the allotted time shall be limited to one emergency service call per quarter. 4.1.3 The Government reserves the right to inspect any and all work performed by the Contractor, during and after completion of work. All unsatisfactory work shall be corrected immediately. Any deficiencies shall be corrected at no cost to the Government and will be based on current industry standards and local, state and federal codes, standards and regulations and/or based on a quality, equivalent to, or exceeding that of the original equipment, installation or workmanship. 4.2 SERVICE DELIVERY SUMMARY TABLE A Description Reference Paragraph Notes Deliverable 1. Maintenance Report OPNAV 4790/2K Paragraph 3.7.1 Due at the end of the month 100% delivery and compliance 5.0 QUALITY ASSURANCE: The Contractor shall establish and maintain a Quality Control Program to ensure that the work performed meets or exceeds contract requirements. Prior to the award of contract, the Contractor shall submit a Quality Control Plan (QCP) for review and approval. This plan shall contain, at minimum, the following elements: 5.1.1 A description of the Contractors quality control system, frequency and types of inspections and how inspections shall be conducted. 5.1.2 A record of the results of inspections and corrective actions, if any, taken. A file shall be maintained and available to the COR. Upon completion of the contract, this file shall be submitted to the COR. 5.1.3 Procedures and provisions to update or revise the QCP during the course of the contract, based on findings, to ensure quality service performance. 6.0 GOVERNMENT FURNISHED FACILITIES: The Government shall furnish or make available to the Contractor the following facilities, utilities, equipment and/or materials required for the accomplishment of this contract: 6.1 Facilities: The Government will provide the following facilities: Bldg 75-One workbench in the equipment area and one desk in the maintenance office area. 6.2 Utilities: The Government will furnish phone lines, electricity and water at no cost to the Contractor at existing outlets for the work required to be performed under the contract. 6.3 Government Furnished Equipment (GFE): The Contractor shall check out all GFE for its authorized use in required repairs. Any retrograde material will be turned into supply as required. 6.3.1 The Contractor shall be responsible for any damages occurring due to negligence, misuse or theft on any GFE and shall reimburse or repair GFE at Contractor?s expense, if such equipment is still necessary to perform the contract. Use of Government property for the Contractor?s personal use is prohibited. 6.4 Materials: The Government will provide all materials as required to perform required PMS on the FACSFAC Systems and stockage of a pre-expended material bins for consumable supplies. 7.0 PERSONNEL & CONTRACTOR QUALIFICATIONS: Personnel furnished shall be US Citizens or Naturalized US Citizens, fluent/able to understand and communicate in English. Contractor shall, prior to the start of work, submit resumes of all personnel assigned to the project. The following minimum experience level qualifications shall be met: 7.1 Minimum three (3) years demonstrable experience in troubleshooting and repairing analog and digital electronic circuitry. The personnel shall be able to perform the following specific repairs: Micro-miniature Circuit Card Assembly (CCA), diagnostic troubleshooting and repair at the Organization (O) and Intermediate (I) maintenance level. Repair competencies skill level shall include the following kind of repairs on single & double sided CCA?s a. multi-layer conductor and laminate repair. b. flex-print repair. c. edge lighted panel repair. d. surface mount technology (SMT) repair. e. conformal coating removal & repair. 7.2 Minimum three (3) years demonstrable experience troubleshooting and repairing digital microwave systems. 7.3 Personnel shall be physically fit and able to work on equipment mounted on towers or buildings up to 75 feet. 7.4 Contractor shall possess the necessary licenses issued by the State of Hawaii to perform electrical and radio communication work and comply with all local, state, and federal laws, rules and regulations in the performance of the contract. 7.5 As positions are vacated, the contractor shall submit, within 15 days prior to the intended date of hire, a statement of qualifications and current employment status of candidates proposed for filling the vacancies for the Government to exercise its right to approve/disapprove the candidate. The candidate must meet or exceed the qualifications stated in paragraph 7.0 through 7.5. 8.0 OTHER REQUIREMENTS: The Contractor shall comply with all security requirements. The Contractor shall submit, on company letterhead, a list of personnel that is assigned to work on the project. This list shall contain the person(s) full name, place and date of birth, social security number, citizenship, current home address and physical descriptive data including height, weight, color of eyes and hair. It shall also include a statement attesting that all personnel are US or Naturalized citizens. Supporting citizenship documentation shall be maintained by the Contractor and be made available for inspection if requested by the COR. 8.1 Security Classification: The Contractor shall provide personnel cleared at the SECRET level prior to the personnel employment. Information, reports, plans, technical manuals, drawings are the property of the Government and shall not be disclosed to anyone outside the agency. The disclosure of any information obtained during the performance of this contract or failure to safeguard information that may come to the Contractor or personnel, may subject the Contractor, its personnel, agents or employees to criminal liability. 8.1.1 Prior to the start of contract, the Government shall issue appropriate personnel and vehicle ID cards and passes for access on the facility. Additionally, all Contractor employees shall have Contractor employee issued identification visible at all times. 8.2 Hazardous Material: If in the course of work, hazardous material is discovered (for example, Polychlorinated biphenyl PCB, lead paint, or asbestos) the Contractor shall stop work and follow agency procedures. If in the course of this contract, the Contractor generates hazardous waste, disposal of waste shall be the responsibility of the Contractor. The Contractor shall follow all applicable local agency, state and federal laws & regulations regarding the proper disposal of waste and shall keep detailed records and submit reports, as required, to satisfy existing hazwaste rules and procedures. 8.3 Technical Library: The Contractor shall maintain and update as required the Government?s technical library that contains facility and equipment data, maintenance records, spare parts lists, drawings, technical manuals or any other material relating to the electronic systems maintained by the Contractor. The existing Technical Library will be provided to the Contractor on site. This library is the property of the Government and shall be turned over to the COR upon completion or termination of the contract. The Government shall have full access to the physical location of the Technical Library, as well as remote access via the Government?s local intranet. 9.0 REFERENCES Title Reference 3M Manual NAVSEAINST 4790.8 The provision at FAR 52.212-1, Instructions to Offerors ? Parties responding to this solicitation may submit their quote in accordance with their standard commercial practices (e.g. on company letterhead, formal quote form, etc.) but must include the following information: 1) Company?s complete mailing and remittance addresses, discounts for prompt payment, if any (e.g. 1% 10 days), anticipated delivery / availability of product / s, the company?s CAGE code, Dun & Bradstreet Number, and Taxpayer ID number.
