Description

The Naval Oceanographic Office intends to procure Customer Computer Programming Service for the Leading Environmental Analysis and Display System (LEDS) commercial off the shelf (COTS) software package and for the Meteorology & Oceanography (METOC) Integrated Data Display System- Next (MIDDS), located at Stennis Space Center, MS in accordance with the Statement of Objectives to be provided with the solicitation. The contractor is required to provide a range of information technology support services which includes, but not limited to the following areas: (1) LEADS Training; (2) LEADS Integration; (3) LEADS Software Maintenance; (4) LEADS Software Enhancements; (5) LEADS Script Maintenance; (6) LEADS Script Enhancements; (7) Midds Next System Administration; (8) Midds Next System Installations; (9) Midds Next System Integration; (10) Midds Next System Maintenance; (11) Midds Next System Enhancements; (12) Midds Next System Training; (13) Midds Next System Security; (14) Process Improvement Documentation, Spreadsheets, etc.; (15) Midds Next Hardware Component and System Design; (16) LEADS Software Subscription Maintenance; (17) METOC SYS Engineering Change Request (ECR) support. Primary performance for this requirement will be on-site at the NAVOCEANO, Enterprise Engineering Department (EED) work spaces located at Stennis Space Center, MS and other designated locations within the continental United States. The MIDDS Next system is located at 7 sites and provides the capability of weather forecasting by allowing the ingest, manipulation, distribution, and display of Meteorology and Oceanography (METOC) data. The contractor shall be required to provide support for LEADS in relation to its use on MIDDS Next systems as well as for other Commander, Naval Meteorology and Oceanography Command (CNMOC) systems. This procurement is being solicited on an unrestricted, full and open competition basis under NAICS 541512 Computer Systems Design Service. This presolicitation notice will be issued in accordance with FAR 15 Contracting by Negotiation. The solicitation will result in the award of an IDIQ type contract with a base plus four (4) twelve month options to extend performance. Delivery Order/Task orders will be issued as firm fixed price (FFP) and/or Time and Material (T & M). It is the government?s intent to award a single contract to the offeror providing the best overall value to the government, cost/price and other non-price factors will be considered. The final contract award decision may be based upon a combination of price, past performance, and other evaluation factors, which will be described in the solicitation. Large business concerns will be required to submit with their proposal a Subcontracting Plan, in accordance with FAR 52.219-9. Performance under this contract will require a SECRET clearance. Contractor will be required to submit performance standards/metrics and Quality Assurance Plan as part of their proposal. All contractors submitting bids, proposals or quotes on DOD solicitations must be registered in the Central Contractor Registration (CCR) prior to award of the contract www.ccr.gov and Wide Area Work Force at: https://wawf.eb.mil.
