- NASA/LaRC has a requirement for dSpace computing systems and components to upgrade the capabilities of the SAFTI Lab. NASA/LaRC intends to purchase the items from dSpace Incorporated, as the only known source who can meet the Agency's need. dSpace can provide these systems to expand the capabilities of the SAFTI Lab to include the ability to implement health monitoring schemes on dedicated hardware as well as the development and implementation of novel fault tolerent architecture. dSpace is highly specialized in offering the capability of seamlessly integrating SIMULINK models into a real-time environment which has a user friendly graphical interface as well as various required input/output capabilities such as AIRINC 429, Ethernet, and analog/digital ports. Using dSpace's computer systems are cost effective because it reduces the need for software developers, expert software engineer, graphics developer, and input/output designers. It would take substantial duplication of time and effort for another company to provide a comparable system and those costs are not expected to be recovered through competition. dSpace is proprietary hardware and software and these upgrades are only available from dSpace. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 4, 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
