Description
The National Oceanic and Atmospheric Administration (NOAA) intends to negotiate on a sole source basis and issue a modification to the existing contract with Honeywell Technology Solutions (Honeywell) to extend the period of performance for an additional six (6) months. This contract provides field engineering support services for the NOAA Ground Systems Division. The National Environmental Satellite Data and Information Services (NESDIS) manages the NOAA?s geo-stationary and polar-orbiting operational environmental satellite programs located in Suitland, Maryland. This contract provides assessments, analysis, design, development, maintenance, and repair as needed to modify, upgrade, replace, refurbish and otherwise increase the long term performance and service life of NESDIS antenna equipment, facilities, and other ground support systems. The support includes, but is not limited to: assessment of and depot level maintenance to satellite earth terminal equipment; major systems maintenance and overhaul; modification to system and subsystems; equipment installation and integration; systems testing; systems and facilities plans, specification and design support; removal of obsolete equipment and facilities. Any prospective offeror must demonstrate a cost and technical benefit to the Government in view of the short period of performance. Interested sources must also submit a written narrative of capability, including detailed technical information and other technical literature, demonstrating the ability to provide the required services in sufficient to permit an agency analysis to determine a bona-fide capability to meet the Government's requirements, within 30 days of publication of this notice. Responses without the required documentation shall be considered non-responsive. Any questions regarding this announcement must be submitted in writing. Telephone inquiries shall not be accepted.
