- GENERAL: The Department of Veterans Affairs Nebraska Western Iowa Health Care System (NWIHCS) intends to negotiate a commercial (FAR Part 12) sole source contract with Nebraska Machinery Company (DBA High Plains Power Systems) under the authority of FAR 6.302-1. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) FAC 2005-22. Only one responsible source and no other supplies or services will satisfy agency requirements. A justification for other than full and open competition is being prepared in support of this acquisition. DESCRIPTION OF WORK: The contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for the installation of a complete and operating horizontal core radiator system for each emergency generators located in Building 1, of the Omaha division of the Nebraska - Western Iowa Health Care System. Work includes, but is not limited to, mechanical and electrical work as follows: (1) Rent, pickup and deliver, connect, test and put into service a rental generator for use during repair of existing emergency generators; (2) Remove existing radiators; (3) Modify existing roof pads to accept new radiators; (4) Modify and connect existing piping and electrical to new radiators; (5) Install new radiators, sized for applied load and peak summer ambient temperatures, plus an additional margin for fouling; (6) Refill and bleed system - Include addition of new coolant; and (7) Test systems to insure a complete working system and as required by VA and other governing entities. RATIONAL FOR SOLE-SOURCE PURCHASE: VA Master Specifications, Section 26 32 13 ??? Engine Generators, Part 1.3 Quality Assurance, Paragraph 3 states that ???Engine Generator and Auxiliary Components shall be supplied from a single manufacturer. As the generators being repaired are manufactured by Caterpillar, they must be repaired by a Caterpillar authorized service representative because of their proprietary nature. To the Veterans Administrations knowledge, Nebraska Machinery Company is the only authorized service representative for the state of Nebraska. Consequently, this is the basis of the Sole-Source Justification. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. All proposals received by 4:00 P.M. Central Time, March 3rd, 2008, will be considered by the Government. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
