Description
1. SCOPE. This Statement of Work (SOW) specifies the requirements and deliverables for the Rapid Equipping Force (REF) to acquire a hybrid renewable power system. Contractor will meet all listed requirements and deliverables as listed in t he SOW. 2. REQUIREMENTS. 2.1. Contractor will provide a complete systems consisting of the following requirements: Systems must meet or exceed the capabilities listed below: 2.1.1. General a. Systems may be comprised wind t urbine, solar, or any other renewable components or any combination thereof. b. Capable of providing 50 Amp Hours (or greater) per day of usable output power to supplement existing grid power. Usable power for this application is quantity of power in a mp-hours per day available for end-use. c. Capable of providing 24 hours of emergency backup power at full charge. d. Must be able to provide output power of 240V AC, 50Hz. e. Must contain surge protection against grid surges of up to 265V AC.<BR >f. May be configured as a grid-tied or non-grid tied system. Preference is to operate independently with manual or mechanical switching between grid or system usage. g. System must include power conditioning equipment to mitigate risk of surge to end- users. h. System must include metering equipment that will indicate output power production (potential) and output power provided (real-time output load). i. Suited for direct exposition to all weather conditions.* j. Capable of sustained operatio ns in temperatures from -20? C to + 65 ?C k. System must include all necessary cables, switches, and associated equipment to facilitate operation upon delivery from contractor without supplement. l. System should be of a compact configuration to min imize operating area. Ability to provide greater input with decreased physical presence will be evaluated. m. System capability should include ability to upgrade / add components if desired to include power storage components. * intended geographic location includes periods of high velocity sandstorms and extended periods of extreme heat. Additional attention should be placed on protecting exposed components from these conditions. 2.1.2. Wind Turbine and Tower (if applicable) a. Direct dri ve assembly without requirement for gearbox or drive belt. b. Fully mechanical and automatic furling system. c. High level of sand and corrosion protection for all exposed components. d. Able to survive maximum sustained winds of 60 meters per sec ond / 134 miles per hour. e. Must include a brake mechanism for operator and maintainer safety. f. Installation of turbine and tower without crane is preferred. g. Ladder or guyed lattice framing to facilitate routine inspection and maintenance.<B R>h. Tower must be rated to meet or exceed wind speed requirements (with turbine load) specified for turbine. 2.1.3. Solar / Photovoltaic Array (if applicable) a. Monocrystalline panels preferred. b. Panels must be impact, shatter, and sand re sistant to industry standards. c. Include aluminum or steel framing. d. Must be easily accessible to operators on the ground for frequent routine cleaning. e. All fastenings or fittings must be constructed of galvanized iron or stainless steel.<B R>f. If applicable, include automatic grid disconnection in the event of grid failure or maintenance event. g. Ability to de-rate power quality requirements for off-grid, diesel, or poor quality grid situations with grid voltage surges up to 265 VAC.<BR > 2.1.4. Target Cost: The anticipated cost for this system is anticipated to be about $5000.00 3. DELIVERABLES. 3.1. Provide a complete system which meets or exceeds the minimum specifications listed in Para 2.1 within 120 days of contract award to the Rapid Equipping Force. 3.2. Contractor will provide a minimum 1 year warranty from date of completed installation against manufacturer def ective parts at no additional cost. Contractor will assume all responsibility and costs associated with the shipping, packing and handling of the systems back to the Army Rapid Equipping Force (section 6) following any and all warranty work. Any additiona l warranty will be in accordance with manufacturer and industry standard business practices. 3.3. Include with system CD ROM and hard copy owners manual for training, maintenance and warranty support card (i.e. vendor address, point of contact, ph one number, email address, etc). 3.4. Contractor will provide system operation, maintenance, and warranty support training to REF trainers prior to delivery. Location and duration of training will be coordinated with REF POC located in Paragraph 8. 1.1. 4. PERIOD OF PERFORMANCE. One-hundred and twenty (120) days from date of contract award plus applicable warranty period. 5. PERFORMANCE LOCATION. Contractor location. 6. TRAVEL. N/A 7. LOGISTICS. 7.1. General . Vendor will coordinate inspection of deliverables with the designated Defense Contract Management Agency (DCMA) Quality Assurance Representative (QAR) as provided by REF Logistics. REF Logistics representative will conduct pre-coordination with the DCM A QAR to ensure requirements are provided prior to required inspection of deliverables. Vendor will provide company generated DD Form 250 to the DCMA QAR to sign for equipment. Upon completion of acceptance by DCMA, REF transportation will coordinate pic k-up of deliverables with vendor. 7.2. Inspection and Acceptance. 7.2.1. Inspection: At Origin by DCMA 7.2.2. Acceptance: At Origin by DCMA 7.2.3. Special Handling: Vendor is responsible for notifying the Rapid Equipping Force (REF) Logistics representative of any potential certification required for the handling of HAZMAT material. If the equipment involves liquids, solids, powders, engines, batteries, hydraulics and/or cylinders, vendor must provide immediate n otification and Material Safety Data Sheets (MSDS) to the REF. 7.2.4. DCMA Coordination for Inspection: a) The vendor will notify REF Logistics not later than 96 hours prior to anticipated available date of deliverables to coordinate government inspection of material. The vendor and REF Logistics will jointly confirm destination address of each shipment for proper marking of each pallet. REF Tranportation s ection will forward Transportation Movement Control Documents (TCMD) to the vendor to attach to each pallet prior to pick-up. b) REF Logistics will coordinate with the regional DCMA representative for acceptance of equipment IAW FAR 46.402 Government Contract Quality Assurance at Source. c) DCMA representative for Vendor will delegate authority to the appropriate government DCMA to coo rdinate an appointment with the vendor for the completion of the inspection. Performance of inspection will be at the vendor location. d) DCMA representative will inspect pallets and/or containers to ens ure they meet packing requirements listed in 8.3, DD Form 250 reflects serial numbers if applicable, and pallets/containers are marked per instructions below. 7.3. Packing and preparation for transportation: 7.3.1. Vendor will enclose a company generated packing list with each pallet or container, as applicable. The pack ing list must contain the Contract Number used to procure the products to be delivered and serial numbers for each system. 7.3.2. Ven dor will provide the DCMA QAR with the DD 250 for signature at time of inspection and forward to REF Logistics upon completion of inspection and acceptance. 7.3.3. Upon receipt of DD Form 250 signed by DCMA, REF Logistics will co ordinate transportation to pick-up pallets for shipment to the port. 7.3.4. REF Transportation section will provide the vendor with Transportation Control Management Documents (TCMD) and Military Shipping Labels to affix to shipping containers or p allets as applicable. 7.3.5. If palletizing is practical for quantity delivered, vendor will palletize as follows: a) Items must be palletized on a 48x 40 pallet not to exceed 64 height. b) Pallets must be shrink wrapped in clear see through plastic. c) Vendor will post the destination address, provided by the REF, to all four sides of each pallet/container on neon pink 8.5x11 inch paper prior to shrink wrapping pallet. Vendor mu st also affix TCMD(s) and Military Shipping Labels to all sides of each container prior to pick-up as provided by REF Transportation. d) U.S. vendors must send all information on measurements, weight and number of pallets and/or packages to REF Logistics POC, as soon as packaging is complete. 7.4. Destination address: (TBD) Vendor will contact REF Logistics 96 hours prior to DCMA inspection to confirm destination address(s ). DISCLOSURE OF INFORMATION Reference Defense Federal Acquisition Regulation Supplement 252.204-7000 (a) The Contractor shall not release to anyone outside the Contractor's organization any unclassified information, regardless of mediu m (e.g., film, tape, document), pertaining to any part of this contract or any program related to this contract, unless (1) The Contracting Officer has given prior written approval; or (2) The information is otherwise in the public domain before th e date of release. (b) Requests for approval shall identify the specific information to be released, the medium to be used, and the purpose for the release. The Contractor shall submit its request to the Contracting Officer at least 45 days before the proposed date for release. (c) The Contractor agrees to include a similar requirement in each subcontract under this contract. Subcontractors shall submit requests for authorization to release through the prime contractor to the Contracting Officer.
