Description
The Corps of Engineers (COE) Transatlantic Programs Center (TAC) intends to solicit proposals from contractors capable of performing a turnkey furniture, furnishings and equipment (FFE) project at Al Udeid Air Base in the State of Qatar. The COE con templates award of a single contract requiring the contractor to procure the FFE, prepare the items for shipment, deliver it to the site, and install all FFE. The FFE will be installed in 13 separate facilities at Al Udeid. The facilities include, but are not limited to a headquarters building, administrative and operations facilities, dormitories, a dining facility, visitor's quarters and entry control buildings. The facilities are expected to become available for FFE installation during January 2009. Th e FFE installation for all facilities must be completed by April 2009. Contractors will be required to acquire the FFE considering the lead times for facilities becoming available, prepare items for shipment, deliver to a port where inspection may occur, transport to Qatar, arrange for customs clearance, warehouse the items if necessary, install, and provide support services for its crew in Qatar. The contractor will be responsible for, among other things, the repair or replacement of items damaged in tran sit or during installation. The RFP will contain floor plans and a list of FFE for each facility. The RFP will identify types, quantities, makes and models of FFE. The specifications will reflect the characteristics and level of quality that will satisf y the Government's needs. The FFE include but are not limited to: Storage cabinets, lockers, file cabinets, shelves, beds & mattresses, bookcases, a variety of chairs, stools and seating, kitchen appliances (refrigerators, freezers, microwave ovens), din ing facility equipment, dormitory and quarters FFE, a variety of tables and workbenches, office equipment, panel systems furniture and workstations, and modular desk furniture. The COE will issue a solicitation for commercial items. The solicitation will be provided to each company that identifies itself as a prospective prime contractor for the turnkey project. The solicitation will not be provided to suppliers, subcontractors, or plan rooms. Subcontractors and suppliers must obtain information from pros pective prime contractors. The RFP will be on CD-ROM. Paper copies will not be issued. Two CDs' will be provided to prospective prime contractors. Source selection will be made using the best value tradeoff process. Both non-pricing (technical) and pri ce proposals are required. The evaluation factors with their significance and weight will be provided in the RFP. A firm fixed price contract will be awarded. The RFP will contain DFARS clause 252.225-7021 Trade Agreements and FAR clauses 52.211-6 Brand Name or Equal and 52.247-64 Preference for Privately Owned U.S. Flag Commercial Vessels. This is the tentative project schedule: Issue the RFP on March 10, 2008. Proposals due April 14, 2008. Award a contract April 30, 2008. A site visit will not be c onducted. Firms must request the RFP in writing and provide: 1. Full company name 2. Mailing and shipping addresses (CD's will not be delivered to a P.O. Box address) 3. Telephone and fax numbers. 4. Point of contact name, title, and email address. 5. Ref erence the RFP number W912ER-08-R-0031 and the project title which is: CFH - CENTCOM Headquarters and Support Facilities FFE at Al Udeid Air Base, Qatar and 6.
