Description
This is a SOURCES SOUGHT ANNOUNCEMENT to be used for market analysis ONLY to determine if there is a sufficient number of qualified HUBZONE or SERVICE DISABLED VETERAN OWNED (SDVO) Architect-Engineering firms capable of performing all of the stated types of A&E services listed below. NAICS code is 541330; size standard is $4.5 million. ONLY HUBZONE OR SDVO FIRMS SHOULD RESPOND TO THIS ANNOUNCEMENT. NO SOLICITATION WILL BE AVAILABLE AT THIS TIME. The Department of the Interior, Bureau of Reclamation (Reclamation), Denver, CO has a requirement for Architect and Engineering services. The Technical Services Center (TSC) is Reclamation's resource center for engineering, scientific and technical expertise in the areas of water resource management, development and protection. The TSC performs a wide variety of technical services for other Reclamation offices, other government agencies and foreign governments. The office of Security, Safety and Law Enforcement (SSLE) is Reclamation's central office for management and oversight of the Reclamation Dam Safety Program. This office establishes, manages and oversees the execution of the dam safety program within Reclamation. This program includes the assessment of existing dams and related features for adequacy and the alteration and modification of these facilities to meet accepted standards and guidelines as appropriate. This office also provides technical dam safety expertise, guidance and support to other Reclamation offices, other government, state, and local offices, and collaborates with foreign governments and entities relative to the establishment of standards, guidelines and processes for effective dam safety programs. It is anticipated primary work under this contract may involve the following: Civil Engineering Services including but not limited to civil engineering analyses, designs, specifications and technical support, structural analyses and designs, architectural analyses and designs, hydraulic analyses and designs, construction management and support, engineering support and materials engineering & research, building seismic risk evaluations; Geotechnical Services including but not limited to Geotechnical engineering analyses, designs, specifications and technical support, engineering geology analyses and site characterization, seismotectonics and geophysics analyses, earth materials testing and research, risk-based assessment of structures, site security assessments and security plan development; Infrastructure Services including but not limited to mechanical equipment, hydraulic equipment, electrical equipment, and electrical systems analyses, designs, specifications and technical support, facility operations reviews and analyses and structural safety reviews; Environmental Services including but not limited to environmental compliance studies, environmental risk assessments, biological modeling and statistical analyses, remote sensing and geographical information systems analyses, water treatment engineering and research, water resources economic analyses, social and public involvement analyses, cultural resources studies, outdoor recreation planning, technical communications support and visual presentations support; Water Resources Services including but not limited to river system and meteorological studies, water supply reliability and demand analyses, water utilization including river and reservoir simulation studies, water management analyses, land suitability and water quality studies, flood hydrology and hydrometeorology analyses, sedimentation and river hydraulic analyses, groundwater drainage studies, water resources planning studies and quality assurance studies; Technical Support Services including but not limited to technical communications in preparation of a variety of technical and non-technical documents and webpages, technical reports planning documents, environmental impact statements and narrative discussions for designs and visual presentations; Risk Assessment including but not limited to unacceptable risk to public safety, property and welfare; Dam Engineering and Dam Safety Technical Specialist including but not limited to technical experts for independent reviews. All interested HUBZone or SDVO parties are encouraged to respond to this notice by submitting a brief capability statement of no more than 1 page in length relating to the types of work described above. The response must show that the respondent meets the capabilities or has the skills and experience. This is not a request for competitive proposals or quotations. There is no solicitation at this time. This notice is to determine if there are an adequate number of interested HUBZone or SDVO business concerns capable of providing professional, multi-discipline engineering services. A determination by the Government to proceed with the acquisition as a set-aside for HUBZone or SDVO is within the discretion of the Government. Firm-fixed price IDIQ contracts (base with 4 possible option years) are contemplated.
