Description
The Office of Thrift Supervision (OTS), a bureau under the Department of Treasury, regulates and supervises the Thrift Industry nationwide. OTS hereby publishes this intent to negotiate and enter into a sole source purchase order with Professional Bank Services for revise as needed, update, and instruct portions of the New Thrift Regulator Training School including modules on financial analysis, investments, cash flow, and liquidity management, and basic lending consumer compliance topics. NTRS is the first school offered by OTS in its examiner accreditation program. NTRS is intended to provide participants with a basic technical knowledge of the safety and soundness examination process. New examiners attend the school after completing about six month of on-the job training and mentoring with senior examiners. The two-week school covers the fundamentals of each of the CAMELS areas (Capital, Asset Quality, Management, Earnings, Liquidity, and Sensitivity) that provide new examiners with a consistent foundation of knowledge and skills. Week 1 of NTRS concentrates on the analysis of a thrift?s financial condition and operations. Topics covered include the examination process, financial analysis and cash flow, interest rate risk analysis and capital. Week 2 covers the basics of credit and loan underwriting and concludes with a presentation on bank management and Board of Directors responsibility. The class concludes with a written test covering material from both weeks.
