Description

The US Agency for International Development Mission to Colombia (USAID/Colombia) intends to issue a Request for Proposals (RFP) to conduct an independent evaluation of its human rights program. The current USAID/Colombia human rights program began in August 2006. Implemented by Management Sciences for Development (MSD) through a five year contract consisting of a two-year base period and three option years, USAID/Colombia's human rights program is one of the largest USAID human rights programs in the world. Under this program, USAID/Colombia is assisting civil society organizations and government entities to implement a wide array of activities designed to promote respect for human rights and protect individuals and communities from human rights abuses. USAID anticipates awarding a short-term cost plus fixed fee (CPFF) contract to evaluate progress, as well as the sustainability and impact of the program's interventions. The results of the independent evaluation will contribute to USAID's decision about exercising the option years.
