Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. The Department of Veterans Affairs (VA) seeks to identify potential business sources capable of accomplishing the following general objectives: a) Increase employee completion success in nursing and allied health academic programs. b) Provide an academic readiness assessment and intervention program that is accessible to all VA staff c) Identify trends in employee academic readiness that could be used in design of an academic mentoring program BACKGROUND The Employee Incentive Scholarship Program (EISP) for VA employees was established by Title VIII of Public Law 105-368, Department of Veterans Affairs Health Care Personnel Incentive Act of 1998, and codified at sections 7671-7675 of Title 38, United States Code (U.S.C.), with subsequent amendments in 2001, 2003 and 2004. This program enhances healthcare workforce succession planning through strategic education intervention as determined by assessment of academic readiness. EISP evaluation outcomes have demonstrated that those individuals most at risk for academic attrition are those with little or no previous post-secondary education experience. Additionally, employees currently in nursing assistant roles have been less likely to apply to EISP. These employees are potentially excellent candidates for RN, LPN or other allied health education programs as they have demonstrated an interest in and aptitude for patient care delivery. Through the Academic Readiness Program, VA will actively support these individuals to successful completion of an academic program. REQUIREMENTS (1) The selected vendor must provide standardized academic readiness assessment instruments which include math, reading, science, writing, and critical thinking skills. (2) The selected vendor must be able to evaluate assessment outcomes using research based standards, provide the employee with feedback, give guidance for intervention strategies, and develop an academic readiness plan with the employee. Instruments need to be appropriate for allied health careers as well as careers in nursing. Vendor must demonstrate the ethnic and gender analysis process used and it's outcomes for the assessment instruments. (3) The selected vendor must provide intervention strategies which the employee can easily access and is available to geographically diverse sites. (4) The selected vendor must provide VA formative and summative reports of product usage by VA employees, outcome trends, and summary of interventions with outcomes. (5) The selected vendor must comply with VA graphic standards, in consultation with the Contracting Officer's Technical Representative (COTR). (6) The selected vendor must submit all materials developed either in print or electronic form and must comply with governmental and VA policy regarding accessibility and privacy. All media-based activity must comply with Section 508 of the Rehabilitation Act. A total of 1500 users will be authorized for the first year of the pilot with a maximum of an additional 1500 the second year. The base term of the contract will be for a period of one (1) year from May 2008 through April 2009. Services shall be provided to VA facilities throughout the United States.
