- This sources sought notice is issued for information and planning purposes only. The Government is soliciting information to determine the availability of capable contractors that can perform the following requirement. The Army Contacting Command (AC C) at Fort Carson, Colorado plans to issue a solicitation and subsequent contract for parts washer rental, service, and maintenance. PERFORMANCE WORK STATEMENT Parts Washer Rental and Solvent Recycling/Continued Use Services ** VENDORS MU ST SPECIFY IF THEY ARE PROVIDING A CONTINOUS USE SERVICE FOR ALL CLEANING SOLVENTS ** 1. Service Requirements: (a) The Contractor shall provide all parts washers, servicing and maintenance of provided parts washers, and solvent recycling /continued used services as required to Fort Carson. The Contractor shall provide solvents, as required for these services. The following is a list of parts washer specifications required to meet the needs of this contract: Item 1: A small, ben ch top parts washer, with roll-around cart, that can be placed on a countertop or rolled around on its cart. The solvent in the reservoir below the parts washing sink must pass through a particulate filter and then a 'flow-through' style brush so that all parts may be manually cleaned using the brush. The solvent drains in the sink, back to the reservoir. The sinks dimensions shall be approximately 30W X 15 D, with a depth of not less than 7. Quantity, 2 each. Item 2 A sink-on-a-drum parts washe r with a fusible link cover, flexible metal spigot and lamp. The sinks dimensions shall be approximately 36W X 26 D, with a depth of not less than 8. Quantity, 31 each. Item 3: A vat-style parts washer featuring a fusible link safety lid, fle xible metal spigot and lamp. The sinks dimensions shall be approximately 33W X 24 D, with a depth of not less than 11. Quantity, 6 each. Item 4: An agitating parts washer for large parts with a platform that lowers for soaking and agitating th e soiled parts to enhance cleaning. The agitation speed must be is adjustable by the operator depending on the automated cleaning speed required. This equipment shall also have a pump and flow-through brush for manual cleaning on the internal tray. The vats dimensions shall be approximately 52W X 36 D, with a depth of not less than 14. Quantity, 2 each. (b) For part washer quantities, locations and required services frequencies see attachment 1 (c) All Parts washers provided shal l be serviced and maintained by the contractor. Services shall include the removal and replacement of parts washer solvent on a routine basis with all used solvent managed under a continuous use program. Maintenance shall include the inspection, cleaning and repair or replacement of all unsafe, damaged or inoperable machines or components. (d) If the contractor feels the machine has been rendered inoperable due to neglect or abuse, they need to contract the COR immediately to resolve the issue . 2. Personnel. (a) Contractor shall fulfill the management and technical requirements of this contract with no supervision from the Government. (b) This is a non-personal services contract and all personnel performing under this c ontract shall remain employees of the contractor and not employees of the Government. All such persons shall be under the control and supervision of the contractor at all times. The contractor shall provide sufficient personnel who meet all requirements in contract who can perform in strict accordance with the contract. 4. Qualifications: The following criteria must be met. (a) Contractor and their facility must meet all Federal, State and Local laws for the handling of Hazardous Material s. (b) Manage used solvents under a continuous use program where our used solvents will be continuously used for their originally intended purpose (i.e., c leaning) without processing (c) Possess all Federal, State and Local transportation licenses and endorsements for transport of Hazardous Materials. (d) Have minimum of six months experience managing hazardous materials in a permitted facili ty. (e) Be ISO 14001 certified. 5. Post Security/Control (General). (a) Employee Identification. Contract personnel shall wear contractor issued identification at all times while working on Fort Carson. Identification may be a con tractor badge, logod shirt or any other commercially acceptable means of visible identification (b) Gate Control. The Fort Carson military installation is a limited access post with controlled gate openings and closures. Gate operating times and procedures are published by the Provost Marshal Operations Division. Unscheduled gate closures by the Military Police may occur at any time, and all personnel entering or exiting the installation may experience a delay in doing so due to vehicle inspecti ons, registrations, seat belt use verification, etc. No price adjustments will be made for any delays resulting from gate closures or controls. (a) Contractor Operated Vehicles. Contractor vehicles shall enter through Contractor Gate #3 unless othe rwise directed by installation policy. Contractor vehicles shall be clearly marked on both sides, possess all required registration and insurance in accordance with local laws. 6. Performance period. Performance period shall be April 1, 2008 M arch 31, 2011.
