- SOURCES SOUGHT NOTICE - Product Manager- Soldier Survivability (PM-SSV) is seeking information regarding the availability of lower extremity protection. This notice constitutes a Request for Information/Comment only, THIS IS NOT A SOLICITATION no awa rd will be made for this effort at this time. BACKGROUND: PM-SSV is conducting a market survey to determine the availability of commercial or modified commercial products that can provide lower extremity protection for Soldiers. After review and ev aluation of industry's submissions, samples of the most promising candidates may be procured for testing to determine suitability for Army use. DESCRIPTION: The Army seeks products that meet or exceed the following requirements: (1) Provides lower extremity cover and protection. (2) Does not affect Soldiers ability to conduct combat operations. (3) Does not affect Soldiers mobility. (4) Is compatible with current weapon systems and equipment. Desired capabilities include: quickly donned and doffed and does not require removal of equipment; equipped with quick release; compatible with existing Soldier equipment; heat and flame protection; easily assembled and tailorable; modular system with multiple sizes equal to current Army Combat Uniform; ballis tic protection equal or greater to current Improved Outer Tactical Vest (IOTV); Offers a full range of motion dismounted - Soldiers should be able to maneuver short distances greater than 100m; Offers a full range of motion mounted - compatible with vehicl e operations in driver, passenger, and gunner positions and does not affect ability to ingress or egress vehicle; ensemble should be digital camouflage pattern, weigh less than 10 pounds, with ability for ventilation, antimicrobial, and resists petroleum, oils, detergents, water and lubricants. This market survey is for informational purposes only and is not a Request for Proposal (RFP). All interested firms, regardless of size, are encouraged to respond to this RFI by submitting product literature, technic al specifications, pertinent test data, cost, material safety data sheets (if applicable), and product availability. Responses to this RFI are due NLT 4 April 2008. Please only submit information on products that are currently commercially available or pro ducts that are in development and will be available for purchase and delivery in quantities of approximately 15 each NLT 01 June 2008. Prototypes must be production representative. RFI responses should include ballistic data. Products must comply with the Buy American Act and the Berry Amendment. Proprietary information will not be disclosed outside the US Government. The Government will not pay for information and materials received in response to this RFI and is in no way obligated by the information rece ived. Inclusion in this RFI or the resulting database does not constitute Department of the Army approval for any product.
