- The U.S. Army Corps of Engineers is seeking expressions of interest from firms who are interested in proposing on an Italy Europe District (EUD) Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) for work that i ncludes (but not limited to) general construction, building renovations, repair/replacement of major building systems such as electrical, mechanical, civil, maintenance and repair of facilities, some landscaping, general environmental work, asbestos, and c oncrete/asphalt roads and pavement work. The U.S. Army Corps of Engineers intends to issue one (1) solicitation for the multiple IDIQ MATOC Contract Awards with the same scope of work including throughout Italy and Eastern European countries with geographical locations in France, Greece, Albania, Macedonia, Countries of the Adriatic Sea, and Balkan Countries. Contract awards for Italy work will be geographically located primarily at Livorno, Vicenza, Aviano, and other areas of Italy with some work anticipated in France, Greece, Albania, Macedonia, Countries of the Adriatic Sea, and Balkan Countries. The estimated performance period will be one (1) base year, with two (2) option periods for a possible total of a three (3) year IDIQ contract , if the Government chooses to exercise the option periods. The award of the contracts will be made based on Best Value to the Government. The estimated cost range of this project is between $10,000,000 and $25,000,000 per DFAR Part 236.204 (i). The max imum overall cumulative value of all work awarded under each individual contract will be $4,995,000.00 for the base period and each option period or $14,985,000.00 total over the life of the contracts. The U.S. Army Corps of Engineers, Europe District wil l be the procuring office. The plans and specifications for this solicitation will be issued free of charge by downloading electronically from a designated website. The website will be provided to all interested offerors at a later date. Paper har d copies of the solicitation, plans and specifications will not be provided. It is the offeror's responsibility to ensure they have received any subsequent amendments, if any. Prospective offerors must be able to obtain a Bank Letter of Assurance in orde r to be considered for award. All qualified and responsible sources may submit a proposal and will be considered for award. Offerors must insure they meet all regulatory requirements to do business in Italy. A firm's physical mailing address, te lephone number, facsimile number, email address and an English speaking point of contact MUST be provided to facilitate delivery notification of posted solicitation, to include any amendments to interested firms. Submissions that do not have complete info rmation will not be considered. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information provided. The Corps of Engineers, Europe District, intends to advertise the solicitation for this work during the month of April 2008. Only firms that the Government determines qualified will be included as a part of a restricted Plan Holders List (PHL). Only qualified firms (on the PHL) will be invited to participate and have access to the solicitation. Al l interested firms must demonstrate compliance with qualification requirements as stated below. Firms must submit documentation as stated below that demonstrates that they meet the qualification requirements to participate in this procurement, not later th an 1300 hours, 20 March 2008. ALL SUBMISSIONS RECEIVED AFTER THE DUE DATE WILL NOT BE ACCEPTED. NO EXCEPTIONS. All interested firms are required to submit the following for determination of their qualifications: 1. A description of the te aming arrangement which demonstrates how the potential Offeror and their proposed team will meet the qualification requirements. List all the firms (including subcontractors) that will contribute toward satisfying the stated Societa Organismi DAttestazio ne (S.O.A.) requirements. State how each firm contributes towards the satisfaction of the requirements. 2. A copy of ALL of the following Societa Organismi DAttestazione (S.O.A.) certifications, which have been established for this solicitation:<B R> Prevailing Category of Work: CONTRACTOR QUALIFICATIONS a. Offerors shall be qualified in accordance with D.P.R. 34 of 25 Jan 2000, REGULATIONS FOR THE QUALIFICATIONS CONSTRUCTION FIRMS IN ITALY, IAW Art. 8 of Law 109/94 and subsequent amendmen ts as follows: Class III ? 1.032.913 OG 1 Edifici Civili e Industriali Civil and Industrial Buildings 3. The documentation required by Article 75 of D.P.R. 554/99 as replaced by Article 2 of D.P.R. 412/00. Note that self certification is sufficient for paragraph 1 of the law, subparagraphs (a), (d), (e), (f), (g), (h) of Article 75. Compliance with the subparagraphs (b) and (c) of paragraph 1 of Article 75 shall be demonstrated by forwarding an unexpired original or certified copy of t he Certificato Casellar Giudiziale or Certificato dei Carichi Pendenti. 4. The following statement, signed by an authorized company representative: I certify that _________________ (name of firm) complies with Article 3.6 of DPR 34/00. Furt hermore, I agree that should _______________ (name of firm) be selected for award, upon request of the Government, ________________ (name of firm) shall, within 5 calendar days of the request, provide the actual documentation that demonstrates compliance w ith Art. 3.6 of DPR 34/00. 5. If the potential Offeror is a joint venture, the joint venture members shall demonstrate how the joint venture team meets the S.O.A. certification requirements stated in paragraph (b). Include a description of the resp onsibilities in terms of work category for each partner (for example Firms A performing 70% of OG-1, firm B performing 30% of OG-1). FOR INFORMATIONAL PURPOSES ONLY. Notice to joint ventures: A provision entitled Joint Venture Agreements will be in cluded in the future solicitation for this project. Basically, it states that the Joint Venture Offerors shall, (to be included with submission of proposal) furnish an Italian notarized legal document (Mandato) that establishes the Joint Venture. The langu age of this provision is included below for information: Joint Venture Agreements (this language will be in the solicitation): Joint Venture Offerors shall, with their proposal furnish an Italian notarized legal document (Mandato) that establishe s the Joint Venture. The Joint Venture Agreement shall take effect upon the submission of the proposal and remain irrevocable until one year (I) year after the work has been finally inspected and accepted by the Government. The Joint Venture Agreement shal l include, at a minimum, the following: (1) Name of firms that form the Joint Venture and the name of the Joint Venture; (2) Name and title of the corporate officials signing in behalf of each party; (3) Contract number; (4) Description of the responsibilities in terms of work category for each partner (for example - Firm A performing 70% of OG-1) that sufficiently demonstrates how the joint venture m eets the S.O.A. certification requirements of this solicitation; (5) The statement The composition and structure of the Joint Venture will remain unchanged from award to one (1) year after the work has been finally inspected and accepted by the Governme nt; and (6) Date of issuance of the agreement and notarized signature of the corporate officials signing in behalf of each party. If the Joint Venture is not organized according to Art 95 of Law 554, 21 December 1999, the U.S. Government reserves the right to review the actual Joint Venture agreement to determine its basis and compliance with applicable laws.
