This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart12.6, as supplemented with additional information included in this notice. This announcement constitutes the only soli citation; proposals are being requested and a written solicitation will not be issued. The solicitation number assigned to this action is W91YTZ-08-R-0058. The solicitation is issued as a Request for Proposal (RFP) from the North Atlantic Regional Contract ing Office (NARCO) Washington, DC 20307, MCC-NA. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2006-07. The base year period of perfor mance is 01 April 2008 through 30 September 2008. Option Year 1 will begin on 01 October 2008 and end on 30 September 2009. Option Year 2 will begin on 01 October 2009 and end on 30 September 2010. Option Year 3 will begin on 01 October 2010 and end on 30 September 2011. Option Year 4 will begin on 01 October 2011 and end on 30 September 2012. (a) The Government may extend the term of this contract by written notice to the Contractor within 30 days of expiration; provided that the Government gives the C ontractor a preliminary written notice of its intent to extend at least 15 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract sh all be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 60 months. This procurement is time sensitive. **All proposals must indicate tha t a pool of applicants has been specifically identified for this procurement and that the vendor can supply the Government with well qualified workers for a 01 April 2008 start date. Federal Acquisition Regulation (FAR) clause 52.212-1, Instructions to Offerors- Commercial Items, applies to this acquisition. The evaluation factors to be used are Technical, Past Performance and Price. The Technical Factor consists of 2 factors, the Recruitment Plan and a Retention Plan. The provision at FA R 52.212-2 Evaluation -- Commercial Items, applies, and the specific evaluation criteria to be included are Technical, Past Performance and Price. Additional information for Technical subfactors: Subfactor 1: The Recruitment Plan will be evaluated based upon on the ability and effectiveness of the approach to recruit and retain qualified personnel. Subfactor 2: Retention Plan - Retention plan is based on the break down of the contractors compensation plan demonstrating employee salary amount and employee fringe benefits (i.e. training, health insurance, etc) . Compensation plan will be evaluated as realistic in terms of its impact upon retention. A low, or no compensation plan, may be viewed as evidence of failure to comprehend the complexity of the contract requirements for geographic area where performance will take place. Compensation levels lower than those in the salary market for the geographic area f or services will be evaluated on the basis of maintaining program continuity, uninterrupted high-quality work and availability of required competent service employees. The salary compensation will take into consideration the compensation plan in addition to the base salary.
