- This Request For Information (RFI) is issued to obtain market information regarding commercial practices, vendor base (socio economic status, corporate experience recruiting capability in the private and public sectors, etc.), and the different types of recruiting approaches and methods used in the commercial market to recruit and establish qualified candidates for vacancies for civilian federal positions within NAVFAC Pacific?s Area of Responsibility, as well as to maintain the interest of selected personnel in the period before they are cleared for accession . For more information on NAVFAC Pacific and its mission visit www.navfac.navy.mil. This RFI is NOT a synopsis for a solicitation. The government intends to use the market information obtained to determine (1) whether to procure recruiting services commercially, (2) whether and how to Set-Aside (Socio-Economic / Small Business) a future procurement for recruiting services, and (3) how best to structure the sol icitation and the award to comply with commercial practices and legal / regulatory requirements. NAVFAC Pacific has an on-going need to fill, from external sources, approximately 40 vacancies annually for qualified professionals in the Engineering (all disciplines), Business, Scientific and trade or Blue Collar areas*. Surge may require several times that number in support of major projects or programs throughout the Pacific. Position vacancies may be located at Naval bases in Hawaii, Guam, Japan, Singapore, Diego Garcia as well as other areas in Southeast Asia. The specific information being requested includes but is not limited to the strategy or strategies for filling vacancies within the NAVFAC Pacific Area of Responsibility (i.e. lead time requirements from position vacancy to hiring action, recruitment sources of qualified candidates etc.) and compensation structure. This market survey is for informational and planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for the requested information. The Government will not provide a debriefing on the results of this survey nor will respondents be contacted regarding information gathered. No basis for claim against the Government shall arise as a result of this sources sought notice or Government use of any information provided.
