Description
This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/synopcom.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. This requirement is for the procurement of ballistic test instrumentation for NSWC Crane in accordance with NSWC Crane specifications and Statement of Work to be contained in the forthcoming solicitation. The new ballistic test center to be purchased and installed at the NSWC Crane outdoor range will consist of a test center with a minimum of 5 test firing bays; two of these will be devoted entirely to ballistic testing. They will be capable of firing projectiles up to 30mm at ranges out to 1400 yards. The Navy requires instrumentation for collecting range environmental conditions/data at varying locations depending on the range at which the ammunition is being assessed. It is envisioned that the Navy will conduct up to two operations, pressure and velocity and/or accuracy testing simultaneously from two different firing bays at differing known distance ranges. The government intends to award a Firm-Fixed Priced (FFP) contract. Delivery will be required 90 Days after Contract (DAC), FOB: Destination at Naval Surface Warfare Center (NSWC), Crane with final inspection and acceptance at Destination, Naval Surface Warfare Center (NSWC), Crane. The successful Contractor will be required to perform installation at the designated location at Naval Surface Warfare Center (NSWC), Crane and perform an initial start-up along with a full function test of the ballistic targeting system. The Contractor will also be required to provide Operator/Software training at NSWC Crane. The Contractor will be required to provide equipment documentation as specified in the solicitation that at a minimum will include the Mechanical/Electrical drawing package, Controller and Robotics Operations & Service manuals, Spare parts list, Software manuals and Major peripheral equipment documentation. In order to be eligible for award, firms must be registered in the Central Contractor Registry (CCR). This is a full and open competition acquisition and all responsible sources may submit an offer that will be considered. The final contract award decision may be based upon a combination of price and past performance evaluation factors as described in the solicitation. The Government intends to award to the responsible contractor whose offer is the best value to the Government considering past performance and price related factors. This will be a Commercial Acquisition in accordance with FAR Part 12.
