- The U.S. Environmental Protection Agency (EPA) Office of Air Programs (OAP), Clean Air Markets Division (CAMD) anticipates awarding multiple award cost-plus-fixed-fee contracts with one-year base periods and four one-year option periods in support of CAMD's environmental programs. This procurement will be conducted under Federal Acquisition Regulation (FAR) Part 15--Contracting by Negotiation. EPA envisions that up to two contracts will be awarded to small businesses and up to two contracts will be awarded to large businesses. Contractors will not be required to submit proposals covering all task areas under this solicitation. The formal solicitation and other related information will be posted at http://www.epa.gov/oamhpod1/admin_placement/0712709/index.htm on or about March 13, 2008. The total effort estimated for this requirement is approximately 375,000 hours. The solicitation is subject to full and open competition after exclusion of sources (power generation companies and point source emitters of SO2, NOx, Hg, and CO2). All responsible offerors may submit a proposal. Copies of the solicitation will be available at the above-mentioned website. Paper copies of the solicitation will not be provided. A Request for Information/Sources Sought Notice was previously posted on July 24, 2007 under PR-HQ-07-12709 on EPA's website and FedBizOpps. It is the responsibility of interested parties to regularly monitor the aforementioned EPA website for updates to this procurement. Telephone inquiries will not be taken. The purpose of this procurement is to provide technical, analytical, and communications mission support primarily to the Clean Air Markets Division within the Office of Atmospheric Programs. Under this contract, the contractor will perform work in the following task areas: (A) Economic, Cost Accountability, Market, and Statistical Analyses; (B) Environmental Assessment, Benefits Indicators, and Evaluative Analyses; (C)Technical and Engineering Analyses; (D) Regulatory Program and Guidance Development Support; (E) Communications, Outreach, Design and Graphics, Web Applications and Meeting Facilitation Support; (F) Data Systems and Information Technology; and (G) Support for International Projects (Emissions Monitoring and Market Mechanisms in North America, Asia, Latin America, and Other Regions/Areas). Contractors are NOT required to submit proposals for award consideration for all SOW Task Areas. Small businesses are required to submit proposals on Task Area E--Communications, Outreach, Design and Graphics, Web Applications, and Meeting Facilitation Support and at least two (2) additional task areas selected by the offeror. Offerors who select Task Area A--Economic, Cost Accountability, Market, and Statistical Analyses, however, must also include Task Area D--Regulatory Program and Guidance Development Support in their proposal. (Task Area D is linked to Task Area A because Work Assignments under Task Area A often lead to Work Assignments in Task Area D.) Small businesses are required to submit proposals on a minimum of three (3) task areas and they may include as many task areas as desired up to and including all seven (7) areas in their proposal. Large businesses and/or offerors that do not qualify as small businesses are required to submit proposals on Task Area E--Communications, Outreach, Design and Graphics, Web Applications, and Meeting Facilitation Support AND EITHER (1) Task Area B--Environmental Assessment, Benefits Indicators, and Evaluative Analyses; OR (2) Task Area A--Economic, Cost Accountability, Market, Statistical Analyses; AND Task Area D--Regulatory Program and Guidance Development Support in their proposal. (Task Area D is linked to Task Area A because Work Assignments in Task Area A often lead to Work Assignments in Task Area D) AND one (1) or more additional task areas selected by the offeror.
