Description
DOC, NOAA's Western Region Acquisition Division (WRAD) requires the recruitment, selection, supervision, and outfitting of all sea-going personnel (observers) needed to fulfill Federal fisheries obligations of the National Marine Fisheries Service (NMFS), Pacific Islands Region, Pacific Islands Region Observer Program (PIROP). The PIROP currently includes the Hawaii deep-set tuna and shallow-set swordfish longline fleets, the longline fleets of American Samoa, and experimental lobster fishing expeditions. Observers collect required information to assess the involvement of sea turtles, sea birds, and marine mammals, other protected species, and other by-catch species in the pelagic longline fisheries along with acquired biological information for population and life history studies. Observers will collect marine mammal, sea turtle, and sea bird specimen parts as well as the entire animal carcass. The contractor shall maintain a qualified pool of available observers to obtain, a minimum of 20% observer coverage, of the total fleet effort for the Hawaii Tuna Longline; 100% observer coverage for the Swordfish fishery; approximately four (4) 30-day experimental lobster trips, and a recommended 7% of the American Samoa fishery during the performance year performance period. Failure to meet the minimum coverage requirements during a giving performance period may be cause for default. The contractor shall manage the contract to meet this minimum coverage. Maximum coverage should not extend above 23% or 3% above minimum. Observer coverage must occur throughout the calendar year proportionate to the amount of overall fishing effort. The Government intends to award an Indefinite Delivery/Indefinite Quantity (IDIQ) Type Contract under which fixed-price task order(s) will be issued on an as-needed basis. The period of performance is for one (1) base year with options for four (4) additional one-year periods. The procurement is a 100% Small Business Set-Aside. All contractors doing business with the Government are now required to be registered with the Central Contractor Registry (CCR) and may register at the following web site: http://www.ccr.gov. Documents for the Request for Proposals (RFP) will be available on or about March 12, 2008, to download through the Government's website at http://www.fedbizopps.gov/. No paper copies will be issued. Interested parties should use the FedBizOpps [REGISTER TO RECEIVE NOTIFICATION] and [REGISTER AS AN INTERESTED VENDOR] features which provides a notification when the RFP becomes available for download as well as all postings of information associated with this solicitation, thereafter. Any further announcements regarding this solicitation will be posted only at http://www.fedbizopps.gov/. The ESTIMATED response due date is April 15, 2008; however, the actual due date of offers may be adjusted based upon the actual posting date of the solicitation and the information will be stated within the solicitation documents.
