- The U.S. Army Corps of Engineers (USACE), Kansas City District, Water Quality Program (CENWK-PM-PR-W) requires a laboratory to process routine water quality samples collected from 18 district lakes in four states during 2008. The annual Period of Pe rformance is approximately 01 April 2008 through 30 September 2008. In accordance with FAR Part 52 .212-2 Evaluation Commercial Items (Jan 1999), the Contracting Officer will evaluate responsible offers on the basis of best value to the Government. In addition to using pricing as a determining factor, an evaluation of the contractors related past performance and experience will be considered. The Contractor shall furnish all manpower, equipment, tools, supervision and all necessary items required to provide the required services. The standard industrial code is 8734. The NAICS code is 541380. This will be a 100% Small Business Set-Aside Acquisition. The Small Business Size Standard is $6,500,000.00. The solicitation will contain a period of perf ormance from 1 April 2008 through 30 September 2008. All responsible sources may submit an offer, which will be considered by this agency. THIS IS NOT A SOLICITATION. The solicitation will be posted on or about 29 February, 2008. Questions of a Contractual nature may be addressed to David Best at 816-389-3404. REQUIRED CCR REGISTRATION: Prior to quoting, vendors must be actively registered in the Central Contract Registration (CCR) system, including creation of an MPIN number. Registration in st ructions may be obtained, and online registration may be accomplished, at www.ccr.gov. By submission of a quote, a quoter acknowledges the requirement to be registered in the CCR database prior to award; during performance; and through final payment of any contract resulting from the solicitation. Refer to CCR clause (either 252.204-7004 or 52.204-7) OFFEROR REPRESENTATIONS AND CERTIFICATIONS: Prior to quoting, vendors must complete the Online Representations and Certifications. To do so requires CCR Registration, including an MPIN number. Instructions may be obtained, and required information may be entered, at http://orca.bpn.gov. One must register on the Kansas City District web site in order to receive any quotations. By visiting the foll owing web site, you may download the solicitation. The web address is https://acquisition.army.mil. Also, Federal Acquisition Regulation (FAR) requires offerors to provide representations and certifications electronically via the BPN website at https:/ www.bpn .gov/ocra/vendor as a prerequisite to receiving solicitation, to update the representations and certifications as necessary, but a least annually, to keep them current, accurate and complete, and to make changes that affect only one solicitation by completing the appropriate sections of either paragraph (j) of FAR provision 52.212-3 or FAR provision 52.204-8, whichever is included in the solicitation. New procedures being implemented for U.S. Army Corps of Engineer solicitations will require that all potential offerors to include Prime Contractors, subcontractors, suppliers, plan rooms and printing companies register in CCR and FedTeDS in order to view or download solicitations. This solicitation, with plans, specifications, and any amendments, wi ll be published in electronic format as an Electronic Bid Set (EBS) at the FedTeDS website, http://www.fedteds.gov. You can access the FedTeDS website from FedBizOps by clicking on the link labeled Technical Data Package, then in the next screen, clicking on the link labeled Available via the FedTeDS website. There will be no printed hard copies or CD-ROM Disks provided by the agency.
