Description
DOUBLE-CRESTED CORMORANT SATELLITE TAGGING PROJECT The US Army Corps of Engineers, Portland District, intends to solicit and award a firm-fixed price supply contract for a quantity of 28 Platform Transmitter Terminals (PTTs; satellite tags) f or application by The Columbia River Avian Predation Project. This project plans to conduct a pilot satellite tracking study of double-crested cormorants through the post-breeding season, approximately 9 months. They will deploy PTTs on 28 double-crested cormorants nesting in the Columbia River estuary to track their migration routes and identify roosting locations during the post-breeding season. Four (4) different tag types will be deployed, seven (7) tags per each tag type, for a total quantity of 28 ta gs, to determine the most suitable tag type for future tracking studies (i.e., maximum data collection, least impact on birds). The four transmitter types to be tested will be two implantable PTTs that will vary in weight and number of transmissio n hrs/days, one battery powered PTT that can be attached by harness, and one solar/battery powered PTT that can be attached by harness. To meet project objectives, transmitters must be deployed during the breeding season while adults are attending n ests, which is April through June, to ensure that the tracked individuals are those that are utilizing the Columbia River estuary during this time period. Transmitters must be delivered with enough time for deployments to occur in multiple phases and allow time for delays due to weather conditions. Delivery date shall be no later than 30 May 2008. Tentative delivery location is: Department of the Army, Portland District, Corps of Engineers, 333 SW 1st Ave, Portland Or 97204-2946. SPECIFICATIONS 1. PTT type 1, Quantity of 7. Require implantable satellite (Argos) transmitter suitable for diving bird, multiple duty cycle programmable (4+), transmission life greater than 500 hrs or greater than 10 months at 8 transmission hours per week , weight less than 50 grams, temperature sensor equipped. 2. PTT type 2, Quantity of 7. Require implantable satellite (Argos) transmitter suitable for diving bird, multiple duty cycle programmable (4+), transmission life greater than 350 hrs or greater than 8 months at 8 transmission hours per week, weight less than 30 grams (lightest possible), temperature sensor equipped. 3. PTT type 3, Quantity of 7. Require battery powered satellite (Argos) transmitter suitable for diving bird, compatible with harness attachment, multiple duty cycle programmable (4+), transmission life greater than 500 hrs or greater than 10 months at 8 transmission hours per week, weight less than 45 grams. 4. PTT type 4 Quantity of 7. Require solar/battery powe red satellite (Argos) transmitter suitable for diving bird, compatible with harness attachment, duty cycle programmable, transmission life N/A, able to transmit nighttime locations, weight greater than 55 grams.
