Description
The US Army Corps of Engineers, Portland District, intends to issue a Request for Proposal (RFP) to construct a spillwall in the stilling basin between Bays 8 & 9 at the spillway of The Dalles Dam. The Bay 8/9 spillwall is constructed of precast and cast-in-place concrete, 10 feet wide, approximately 830 feet long, and 25 to 43 feet high, post-tensioned utilizing partially bonded rock tendons. The work involves fabrication, transportation and setting of large precast concrete cells, underwater concr ete demolition, underwater anchor installation and penetration grouting, underwater rock removal, underwater and above water concrete placement, rock drilling, and installation, grouting and tensioning of rock tendons. It is anticipated that diving will b e required to complete this work. Construction will extend through April 2010, over two In-Water-Work periods. Juvenile fish passage spill will take place in between the two In-Water-Work periods. This will be a Best Value Procurement and, Source Select ion criteria will be provided in the Request for Proposal. A Site Safety and Health Official (SSHO) shall be provided for all new contracts with the U.S. Army Corps of Engineers, Portland District. The person that will act as the SSHO for this project is r equired to have a minimum of 3 years safety work with similar projects and a 30 Hour OSHA construction safety class (or equivalent) taken within the last 3 years. The SSHO may have other duties for this work that include being the Contractor on-site Projec t Manager and/or the on-site CQC Manager or other responsible individual. This procurement is open to large and small business concerns; the Magnitude of Construction is between $25,000,000.00 and $100,000,000.00. The solicitation will be posted electronic ally on FedTeDs (www.fedteds.gov) on or about 1 May 2008, with proposals due about 45 days after issuance. Interested vendors must be registered in FedTeDs to download a copy of this solicitation. Tentative award will take place in July 2008. There will be a 45 day response period. Preliminary sketches of the work are available for download upon request.
