- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-23. This solicitation is a total small business set-aside, NAICS 212399, with a small business size standard of 500 employees. The National Park Service encourages the participation of small, disadvantaged, and women-owned businesses. The Government intends to issue a firm-fixed price contract to the responsible offeror whose total offer represents the best value for the Government, price and other factors considered. Prices must include all costs for all work as shown. Gateway National Recreation Area (GATE) is seeking a Top Soil supplier to satisfy a need to supply top soil to Miller Field in Staten Island, NY. The top soil will be used to fill in low spots in the athletic fields within the park. Required Services: The Top Soil supplier shall supply 700 cubic yards of top soil with the following requirements or approved equal: Native top soil, 3/8? screened enriched with compost, leaf mulch and friable in texture. Clay-loam, pH 6.7, organic content- 5.3% Particle size: Sand 66.7% Silt 14.5% Clay 4.20% Gravel 14.6% Sand size distribution: Gravel #10 14.6% Very coarse #18 10.1% Coarse #35 16.9% Medium #60 21.6% Fine#100 8.80% Very fine #140 & #270 8.53% The Top Soil supplier shall deliver top soil to a paved storage site adjacent to the hangar at Miller Field, Staten Island. The final location will be determined by NPS. Period of performance The Top Soil supplier shall have a total of 10 days from notice to proceed to supply and deliver the top soil. The Top Soil supplier should indicate in their proposal previous projects of a similar nature, including contact information. The Top Soil supplier will provide to GATEWAY top soil specifications and any proposed substitutions. Documents to be included in proposal; Detailed item description, detailed specifications and options. Three (3) References of similar services performed in last three years. In addition, FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, must be completed on-line at www://orca.bpn.gov. FAR provisions/clauses listed below apply. The deadline for receipt of quotes is March 10,2008, at 4:30 pm. Quotes may be submitted on letterhead or the Standard Form 1449, and must include, at a minimum, unit price for each item, extended price, item description as detailed above, three past performance references within the past three years, prompt payment and warranty terms, whether you will accept payment by MasterCard, name, phone number, and address of your point of contact.
