- Description
- The U. S. Geological Survey, Geologic Division, has a requirement to conduct specialized geologic and geophysical analyses of cores and well logs that were collected during the 2006 National Gas Hydrate Research Program (NGHP) Indian Ocean Expedition 01. Lamont Doherty Earth Observatory of Columbia University participated in the USGS managed NGHP Expedition 01 during the summer 2006. Lamont Doherty Earth Observatory was responsible for managing and carrying out the downhole logging component of the program. The USGS now requires specialized study of the well logs and integration of the log and core data with both the site survey and regional seismic data to better understand the geologic setting and history of Site NGHP-01-17. As part of the field effort under NGHP Expedition 01, downhole logging data was acquired at all sites which is presently archived and being analyzed at Lamont Doherty Earth Observatory. The USGS has a need for Lamont Doherty Earth Observatory to integrate the logging data as well as sedimentologic and paleontology information from the cores with the local site survey seismic reflection grid and with regional seismic and geophysical data to obtain an understanding of the tectonic and sedimentologic setting and geologic history of the site. No other group has access to the required NGHP well log data, the site survey MCS seismic data and the other regional seismic data that has been assembled from Indian and U.S. sources. This unique combination of data is necessary for the successful completion of the required study. Based on information available at this time, and in accordance with 41 U.S.C. 253(c)(1), implemented by FAR 6.302-1, the Government considers the services specified as a sole source from Lamont Doherty Earth Observatory, Columbia University, Palisades, NY 10964, and proposes to negotiate a contract with that firm. However, should additional sources be identified, they will be considered. Firms who feel that they can furnish the required services are invited to submit in writing an affirmative response to this announcement. An affirmative response would include literature, brochures and such other materials, which correspond to the required items stated herein. This information will be evaluated and used to determine if competitive opportunities exist. Since no solicitation document exists, requests for such document without accompanying information will be considered non-responsive to this request without further consideration. This notice may represent the Government's only official notice to the procurement.
