Description
THE MODIFICATION TO THIS SYNOPSIS IS AS FOLLOWS: SOLICITATION NUMBER HAS CHANGED FROM N69450-08-D-6332 TO N69450-08-R-6332. N69450-08-R-6332 POOL MAINTENANCE & OPERATION SYNOPSIS A. General requirements. It is the general intent of this solicitation to obtain operation, maintenance, limited troubleshooting services for approximately seven swimming pools at Naval Air Station Pensacola Complex, Pensacola, FL by means of a combination firm-fixed price (FFP) and indefinite delivery-indefinite quantity (IDIQ) contract. This solicitation is a set-a-side for small business concerns with an approximate release date of 26 February 2008 with a site visit date approximately on 04 March 2008 .The NAICS Code for this proposed action is 561790, ?Other Services to Buildings and Dwellings,? with the Small business size standard of $6.5 million. The Federal Supply Code is S299, ?Other House Keeping Services.? The approximate start date for this contract is 04/13/2008. The base performance period shall be for twelve months with yearly options for four (4) additional years for a total possible performance period of five years (60 months). ?Possible? Base and Option Periods are as follows: Base Period from 04/13/2008 to 04/12/2009 Option One from 04/13/2009 to 04/12/2010 Option two from 04/13/2010 to 04/12/2011 Option three from 04/13/2011 to 04/12/2012 Option four from 04/13/2012 to 04/12/2013. There shall be no further synopsis in the event options to this solicitation are exercised. A. Procurement Method: Acquisition of this project will be based upon a Request for Proposals (RFP) Formatted solicitation in accordance with Federal Acquisition Regulations (FAR) part 12 requirements for ?ACQUISITION OF COMMERCIAL ITEMS." The specific areas to be evaluated include Technical and Price considerations, which are of approximate equal value. Award will be made to the offeror that the government determines can accomplish the requirements set forth in the solicitation in a manner most advantageous to the government, or "best value" to the government, considering Price (Factor D); and the three (3) Technical Factors (Factors A, B, C,) Factor A ? Past Performance Information, Factor B ? Methods and Understandings, Factor C ? Offeror, experience/Capability of Key Personnel , Factor D ? Price. The distinction between experience and past performance is experience pertains to the types of work and volume of work completed by a contractor that are comparable to the types of work covered by this requirement, in terms of size, scope and complexity. Past performance relates to how well a contractor has performed. 2. Factors A, B, & C are of approximate equal importance and combined, Factors A, B, & C is of approximate equal importance to Factor D. 3. Awards can be made without discussion. B. Registration: Offeror must be registered in the Central Contractor Registration (CCR) database with a DUNS number in order to participate in this procurement. The government intends to issue this solicitation and the amendments for this solicitation/ request for proposals (FRP) electronically by posting it on the Navy Electronic Commerce Online (NECO) world wide website at https:// www.neco.navy.mil and the Federal Business Opportunities website at http://www.fbo.gov. Solicitation and technical information will be located on Federal Technical Data Solutions (FedTeDS) website at https://www.fedteds.gov. To register with FedTeDS, please visit the website and from the home page click on ?Register with FedTeDS? and follow instructions. Vendors should register with the CCR System, and complete their online reps and certs via the ORCA website, prior to submitting a bid on the NECO site. Proposals will be due by 20 March 2008 at 11:00 AM (CDT). Amendments will be posted on the NECO website for downloading. This electronic posting will be the only method of distributing amendments: THEREFORE IT IS THE RESPONSIBILITY OF THE OFFEROR TO PERIODICALLY CHECK THE WEBSITE FOR ANY AMENDMENTS TO THE SOLICITATION.
