COMBINED SYNOPSIS/PRE-SOLICITATION: COMMISSIONING FOR BRAC CONSTRUCTION DESIGN AND CONSTRUCTION WORK, NATIONAL NAVAL MEDICAL CENTER (NNMC), BETHESDA, MARYLAND Commissioning services for the BRAC construction design and construction work, National Naval Medical Center (NNMC)? Bethesda, Maryland project is being solicited as a Small Business Set-Aside. Service-disabled, veteran-owned small businesses certified HUBzone small businesses and certified 8(a) small disadvantaged businesses are also encouraged to respond. One firm will be selected. The North American Industry Classification System (NAICS) code is 541330. The size standard is $4.5 million. As part of the response to this solicitation, submit a Company profile to include number of employees, office location(s), DUNS number, CAGE code, taxpayer identification number (TIN) and statement regarding small business designation and status. Interested firms are also requested to include their A/E Contractor Appraisal Support System (ACASS) number on the SF330. The work primarily includes Commissioning services to support BRAC construction contracts at NNMC (future Walter Reed National Military Medical Center) located at Bethesda, MD. Work covers commissioning to support the NAVFAC Washington / OICC Bethesda BRAC construction office in a wide range of new & renovation projects and associated utility & site improvement projects. All construction will be performed in an existing operational medical campus type environment. Commissioning focuses will be HVAC systems, plumbing systems, electrical systems, fire protection systems, and hospital medical gas systems. The commissioning firm representatives must have excellent verbal and written communication skills. The firm and its personnel must have experience in ?design build? project design/construct method. The estimated total construction cost, which included design effort, may range from $700 to $950 million. In addition, the Commissioning firm will support the construction office for the review and enforcement of the construction contractors ?record drawings?, training of Navy system operation and maintenance operators, and miscellaneous other items. EVALUATION CRITERIA: Firms which meet the requirements listed in this announcement are invited to submit one copy each of the completed Standard Forms (SF) 330, U.S. Government Architect-Engineer Qualifications. Only the SF 330 will be reviewed. The firm's primary person proposed to be the direct contact with NAVFAC Washington throughout the contract work must be identified as the "Project Manager". Information in the cover letter and any other attachments shall not be included in the official selection process. FACTOR 1: Specialized/Relevant Experience: Specialized experience and professional qualifications of the firm, including subcontractors, and the proposed project team (the team/office actually accomplishing the work) in providing complete commissioning services. The commissioning firm and their proposed representatives should have 10 years experience in commissioning on large health care projects. The commissioning firm and their proposed personnel should have performed commissioning in accordance with Portland Energy Conservation Inc. (PECI) model commissioning plan and guide specification for at least 10 years. They must have experience in the operation and troubleshooting of health centers. Relevant experience provided in the SF 330 shall be no older than five years. Relevant experience is defined as providing complete commissioning services as defined herein. FACTOR 2: Current Work Load: The firm's and project team's present workload. FACTOR 3: Location: Preference will be given to firms within a 100 mile radius of the contract site, provided that application of the criterion leaves an appropriate number of highly qualified firms. The project site is the National Naval Medical Center in Bethesda, Maryland. FACTOR 4: PAST PERFORMANCE: Past Performance is equal in importance to the Technical/Management Factors. Past Performance information is one indicator of an Offeror?s ability to successfully perform this contract. This evaluation will include the performance history of commissioning entity. The assessment of the Offeror?s past performance will be used as a means of evaluating the relative capability of the offeror and establish a level of risk (high, moderate, or low) for successful performance under this contract. Past Performance findings will influence the standing of the Offeror. Findings will be used to validate proposals against established criteria. Offerors may be given an opportunity to address unfavorable reports of past performance. Evaluation of Past Performance will be a subjective assessment. The Government is seeking to determine whether the offeror has consistently demonstrated a commitment to customer satisfaction, timely delivery of services, adherence to c ontract schedules, subcontractor management, safety management, quality control programs, good workmanship, conformance to specifications, and fair and reasonable prices. The Past Performance Questionnaire included as part of the synopsis/solicitation shall be forwarded, by the offeror, to all references under FACTOR 1 and filled out accordingly. Offerors are responsible for ensuring the completed questionnaires are submitted, by their references, via electronic submission to Jermaine Hector at Jermaine.Hector@navy.mil. The questionnaires shall be returned at least one (1) week prior to the proposal due date, but absolutely no later than the proposal due date and time. Since the Government may contact the individuals identified in Factor 1, it is critical that these individuals be familiar with the project to answer specific questions regarding your performance. The Government may choose to contact additional customer(s) not provided by an offeror and may obtain additional information through other sources, such as the Past Performance Retrie val System (PPIRS), and phone interviews. In addition to references provided under Factor 1, you may include additional references that are knowledgeable of your firm?s performance. In evaluating past performance, the Government will focus on information derived from the projects that are most relevant to this project. ADDITIONAL INFORMATION: The selected contractor will be required to provide overhead, profit, and discipline hourly rates initially to the Contracting Officer within 7 days after receiving notification. The selected firm will also be required to participate in an orientation and site visit meeting within seven days of notification and provide a fee proposal within 10 days after receiving the scope of work & request for proposal. This will be a firm fixed price contract. The total amount of the contract is not likely to exceed $3 million. The duration of the contract will be for the period of three to four years total or until the BRAC construction is completed. The estimated start date is May 2008. Site visits will not be arranged during the advertisement period.
