Description
NASA/GSFC has a requirement for a small, portable and eye safe aerosol and cloud backscatter lidar at 355 nm with depolarization capability. We are not seeking a prototype device, rather a commercial product to integrate with an existing network. The lidar must be capable of automated, continuous day/night operations in remote areas. The Lidar must have internet control and data communication capability. Eye safety and outdoor operations (including flight hazard) documentation must be provided. Documentation must be provided that demonstrates proven real world field deployment capability with the 355 nm depolarization lidar. Documentation that demonstrates multiple 355 nm depolarization lidars in field deployments must be provided. Documentation that demonstrates ability to detect aerosols near the surface and thin cirrus in upper troposphere (10 ? 20 km) must be provided. Data file formats must be open, not proprietary, and contain a typical range and energy normalized lidar signal as well as diagnostic parameters. Lidar Specifications: Laser: 355 nm pulsed, ~10 ns pulse width, ~20 Hz, ~10 mJ Detector: photon counting capability (at least for weaker high altitude signals) Range: near surface to 20 km profiling, at ~10 - 100 m vertical resolution Temporal Resolution: <= 1 minute Operating Range for outdoor environment: -15 C to 40 C Scanning Ability: yes Overlap Range: limited to < 1 km. NASA/GSFC intends to purchase the items from Ecotronics. Ecotronics is the only vendor to offer a small, autonomous network-able lidar at 355 nm. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 14, 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
