- U.S. Army CECOM Life Cycle Management Command Acquisition CenterWashington on behalf of the Project Manager, Warfighter Information Network-Tacticals (PM WIN-Ts) Joint Network Node (JNN), plan to negotiate a sole-source contract with Castle Rock C omputing, Inc. for Commercial Off-the-Shelf (COTS) Simple Network Management Protocol-Console (SNMPc) software licenses and maintenance in support of Operation Iraqi Freedom and Operation Enduring Freedom. The U.S. Army currently owns some quantities of li censes for these COTS software products and requires maintenance of these items. This action is for specified quantities of COTS software licenses and maintenance for the following SNMPc products: Enterprise licenses, which serve as the base system for a scalable multi-user environment, Workgroup licenses, for single users managing up to medium sized networks, Remote Access Extension licenses, which allows for an unlimited amount of remote consoles on multiple systems, OnLine licenses, for a web-based appl ication that allows visibility across entire network infrastructure. Maintenance of the SNMPc software, includes on-call technical support services and software updates. The statutory authority for other than full and open competition is 10 USC 2304 (c)(1 ), Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. However, all responsible sources that can provide supporting data to demonstrate they can successfully perform the effort may submit a quote that shall be c onsidered by the agency. The resultant contract will be a three-year Firm-Fixed-Price (FFP), Indefinite Delivery/Indefinite Quantity (ID/IQ) contract. Responses are to be received via email within 15 calendar days of the date of this notice.
