Description
Special Notice Synopsis: National Center for Chronic Disease Prevention and Health Promotion The Centers for Disease Control and Prevention (CDC), National Center for Chronic Disease Prevention and Health Promotion (NCCDPHP), is conducting pre-solicitation MARKET SURVEY seeking Small Business sources for an upcoming solicitation of proposals to obtain essential services for the technical and support needs of NCCDPHP. The CDC is conducting market research ONLY. No award will be made as a result of this special notice synopsis nor are any solicitation materials available. The CDC is requesting interested Small businesses, Service-disabled Veteran-Owned Small Businesses, 8(a) Small Disadvantaged Businesses, HUBZone Small Businesses, Woman-owned Small Business and Small Disadvantaged Businesses to submit tailored capability statements, presenting their qualifications to perform this work by January 11, 2008. The NAICS Code for this requirement is 541690: Other Scientific and Technical Consulting Services with a $ 6.5 million size standard. The Chronic Disease related technical support needs include: (1) Policy Assessments; (2) Program Assessments/Evaluation Studies; (3) Conduct Research and Demonstration Projects; (4) Strategic Planning Services; and (5) Consultation and Technical Assistance. Attachment 1 provides more detail on the type of work to be performed. The contractor qualification statements should identify which of the experience areas the small business has performed or how they intend to team with another group to be able to meet these areas. Areas of Experience include: 1) Experience in preparation and development of scientific peer reviewed publications and manuscripts; 2) Experience in conducting public health program and policy evaluations including performing both qualitative and quantitative analyses and delivering a variety of reports to a wide audience of stakeholders; 3) Experience in preparing research protocols; 4) Experience preparing survey instruments, pre-tested survey instruments and conducted large data collection studies using CATI and CAPI technology; 5) A current assurance issued by Office for Protection of Humans in Research (OPRR/NIH/HHS); 6) Experience in preparation of packages for securing approval for data collection activities from Office of Management and Budget (OMB); and 7) Experience completing protocol packages and securing clearances from the appropriate Institutional Review Board for conducting research projects. 8) Access to a registered Institutional Review Board, under whose scientific guidance and direction, research is conducted and monitored. Multiple awards (4 or more) are contemplated for cost-type, indefinite delivery, indefinite quantity contracts. Individual task orders for specific services will be competed among the multiple award contractors. The anticipated period of performance is one 12 month base year, with four 12 month option periods. Evaluation criteria include: (1) Scientific and Technical Approach; (2) Management Plan and Personnel; and (3) Corporate Capability/Experience. The CDC will provide for an Industry Briefing day in which small businesses (at their own expense) can travel to CDC for an open Question and Answer session to allow small businesses to understand the NCCDPHP needs. The estimated date of the Industry Briefing day will be January 7, 2008. Due to limted conference space, vendors must register in advance. Reservations will be available on a first come, first served basis. Businesses interested in attending the Industry day need to email Marsha Roepe at Marsha.Roepe@cdc.hhs.gov with the following information: Your company name, small business designation (HUBZone, 8(a), Women Owned, etc.) and the names and titles of the individuals who will be attending the conference (limit 3 per organization).
