SrA Sharday Norman/75CONS/PKB/Buyer/801-777-2807/Sharday.Norman@hill.af.mil A?liece Hackney/75CONS/PKB/Contracting Officer/801-775-2372/ Aliece.Hackney@hill.af.mil APPROXIMATE ISSUE DATE: Tentative 06-Mar-08 PERIOD OF PERFORMANCE: April 23, 2008 - April 23, 2009 1. SCOPE: During the term of this contract, the contractor shall replace at no charge to the government, any Computerized Airfield Lighting Control System (CALCS) part that fails during normal service. This shall include labor and materials and shipping of parts. The contractor shall not be responsible for the repair of failures caused by carelessness, improper handling of equipment or an Act of God. Maintenance of wiring systems or components external to the equipment shall also not be covered by this contract.The computer system and software were designed and manufactured by Crouse-Hinds. 2. SPECIFIC TASKS/SPECIFICATIONS: a. Equipment: Equipment covered by this contract includes: (1) Tower Computer (2) Tower Touch Screen (3) Contingency Tower Computer (4) Contingency Tower Touch Screen (5) Airfield Lighting Vault Computers (6) Airfield Lighting Vault Touch Screens (7) All Maintenance or Operations Computers (8) All Maintenance or Operations Touch Screens (9) All Crouse-Hinds furnished UPS units (10) Diagnostic units (11) Fail Safe units (12) Series Circuit Monitor Systems (13) All Sign Communication adapters used for monitoring sign operations and burned-lamp indicators (BLI) (14) All BLI units (15) All controls mounted on Current regulators (16) All Digitrac Devices b. Preventive Maintenance. The contractor shall perform preventive maintenance procedures twice during the term of the contract. The contractor and the administrative contracting officer or his designated representative shall schedule the visits. The schedule for preventive maintenance visits will be agreed to at a minimum of 30 days prior to the scheduled visit. Each visit will include the following: (1) Brightness calibration check and adjustment (of required) for each Constant Current Regulator (CCR). (2) CALCS power supply voltage check and adjustments (if required). (3) CALCS LED and Status Light check and replacement (if required). (4) CALCS cable and contact connection check to ensure all connections are tight. Clean contacts where applicable. (5) CALCS UPS maintenance. (6) Touch Screen calibration check and adjustment ( if required) (7) Clean all CALCS equipment. (8) Review Maintenance History Log in CALCS and follow up on any discrepancies to ensure the integrity of the CALCS. (9) Perform calibration of circuits for Burn out Lamp monitoring. The government will provide replacement of burned out lamps and/or a list of the number of lamps out. (10) Perform eight hours of training. The government will specify in advance if training is required for system operation or for system maintenance. c. Equipment not covered by Contract. The following is not considered part of this maintenance service contract: (1) Maintenance of Constant Current Regulators (CCR). (2) Maintenance of telephone or other communication channels with the exception of modems. 4. EMERGENCY SERVICE. The contractor shall maintain a staff of trained personnel, designated members of which shall be on call 24 hours per day, 7 days per week. Upon report by Hill AFB of a CALCS failure, a contractor field engineer will within two hours call a person designated by Hill AFB in order to determine the nature of the problem. Hill AFB will make a good faith effort to provide the contractor?s field engineers pertinent information regarding the failure and which a government representative will perform minor checks at the direction of the contractor. The contractor shall provide training to such designated personnel so they will be capable of performing initial system checks. If a failure cannot be corrected by Hill AFB personnel with guidance from the contractor, a contractor field engineer will be dispatched and will arrive at Hill AFB no more than 24 hours after the time of the original call notifying the contractor of the failure. Hill AFB personnel will provide access to the location where the failure has occurred. 5. SAFETY: The contractor shall comply with all OSHA and Air Force safety standards while accomplishing the work of the contract. 6. WORK SCHEDULE: All work is to be scheduled through the point of contact. Except for Emergency work, as referenced in paragraph 4, all work shall be performed between 0800 and 1600 hours, Monday through Friday, excluding government holidays. Place of Contract Performance. Hill Air Force Base, Utah., Airfield Sole Source to Transtech Airport Solution Based on previous requisitions no other sources are capable of satisfying the Goverments requirements for annual preventitive maintenance emergency repair of Airfield Lighting Computer Systems. The computer system and software were designed and manufactured by Crouse-Hinds.
