Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This acquisition is being conducted with commercial procedures as outlined in FAR 12. Reference number R482548064GM08 is issued as a request for quotation (RFQ). The resulting contract will be a Firmed Fixed Price (FFP) contract. The solicitation document and incorporated provisions and clauses are those in effect through FAC 2005-8. Note #1 applies. SIC; 8299, NAICS: 611999, FOB Destination. All responsible business may submit a quote that shall be considered. All inquires and or quotations should be directed to Joe Annandono NSWG-1, Phone: 619-437-2715, Fax: 619-437-3547. Submit via E-mail to joseph.annandono.ctr@navsoc.socom.mil. The closing date is 29 February 2008. The closing time is 04:00pm, PST. All potential offerors must be Central Contractor Registered (CCR). Period of performance shall be from date of award through 30 September 2008. Eight courses are expected to be conducted during this time period. Specific dates will be identified after award. Offerors must provide all training sites. Training sites must be characterized by high (min 4000 ft above sea level) desert terrain. A map of the training site must be presented with the quote. Offerors must provide all course and training material. The materials provided for conducting the course and the material provided to the students will become property of the students. Responses must include a list of all course and training material. Offerors will provide a classroom with HVAC suitable for twenty four students. Offerors must have experience in developing and executing off-road HMMVW driver training, tactical employment training, and tactical vehicle consultation. In accordance with FAR 52.212-2, Evaluation-Commercial Items, award will be made based on technical capability, past performance, and price. These evaluation factors have equal importance. For past performance, please provide three references of sources that you have provided specified materials and services. The Government will provide student berthing/lodging, meals, training vehicles, vehicle maintenance support, fuel and all repair and maintenance materials. Description: * 0001 - Tactical Vehicle Operator Course: This course of instruction will prepare USN SEAL operators for mounted patrolling in open desert, and mountainous terrain. Vendors will address at minimum, advanced navigation training, mechanical systems training, obstacle negotiation, brake throttle-modulation, sand dunes and other types of obstacles. Training will include driving with night vision goggles and field maintenance. Course of instruction will be complete in no less than 40 hours and no longer than 56 hours in five consecutive calendar days. Vendors will provide cost for 6 iterations of this course. 0002: - Advanced Tactical Vehicle Operator Course: Using skills developed in the first course of instruction, vendors will provide further hands on practical exercise on increasingly difficult terrain. Reponses will include tactical vehicle recovery. Vendors will provide cost for ten (10) iterations of this course. 0003 - Advanced Tactical Vehicles Focused Extreme Terrain Negotiation Driving Course: For those select graduates of the Tactical Ground Mobility Course and Advanced Tactical Ground Mobility Course, vendor will provide two additional training opportunities for extended overland negotiation. Trail or terrain to be negotiated must be characterized by high altitude, arid mountainous terrain such as that found at extreme altitudes in Afghanistan. Trail or terrain to be utilized must be rated a 7 or better according to the California Association of Four Wheel Drive Clubs trial rating systems. Trail must be navigable by students with established proficiency (i.e. graduates of TGMC and ATGMC) in not less than 2 days and not more than 4 days utilizing continuous movement (no extended halts) and without covering the same portion of the terrain or to provide instructors, terrain negotiation training areas, and guides, all other resources to be provided by the government. Vendor must have an established past performance record of operation in/on the terrain or trail specified and meet all other vendor requirements including solicitation. This acquisition incorporates the following FAR Clauses: 52.212-1, Instruction to Offerors, Commercial items (Jan 2006). 52.212-3, Offeror representations and certifications-Commercial items (Jan 2004). 52-212-4, Contract term and conditions-commercial items (Sept 2004). 52.212-5, Contract terms and conditions required to implement statues or executive orders-commercial items (Jan 2006). DFAR 252.212-7000, Offeror representations and certifications-commercial items. DFAR 252.212-7001, Contract terms and conditions required to implement statues or executive orders.
