- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ), solicitation number W911RZ-08-T-LH0008 in accordance with FAR Parts 12 & 13. This solicitation document and incorpora ted provisions and clauses are those in effect through Federal Acquisition circular (FAC) 2005-18 effective July 5, 2007. The North American Industrial classification System (NAICS) number is 611699 and the business size standard is $6.5M. The proposed ac quisition is a Notice of Service Disabled veteran owned small business set aside (FAR Part 52.219-27). Line Item Description: CLIN 0001: Intelligence Support Level II Training Course; approxmately 66 days of training for 4 each personnel; tr aining area shall be within 75 miles of Fort Carson, Colorado (Zip code 80913 1. Introduction and Background The 10th SFG (A) is tasked with conducting critical strategic and operational activities in support of National Security objectives as part of the United States Army Special Operations Command IUSASOC and the Unites States Army Special Forces Command (USASFC) effort in the Global War On Terrorism (GWOT). The Group is required to maintain an operational Special Forces Operational Battalio n overseas while supporting numerous operational training requirements both CONUS and OCONUS from its home location in Fort Carson, Colorado. In support of its operational tasks, the 10th SFG is required to posses specific intelligence capabilities. T hese capabilities are critical in facilitating the Groups ability to provide the lethal response necessary to eliminate both the enemys capabilities and enhance Force Protection. As the asymmetrical capabilities of the enemy have been modified against U .S. Forces engaged in the GWOT, the Groups, intelligence support training and collection requirements have increased in scope and complexity. 1.1 Scope The effective training and support of Special Forces Soldiers in terms of their intelligence r equirements is one of the most complex challenges facing commanders and the unit today. Special Forces operations supporting the War on Terror are marked by unique operational environments and the intelligence training and support requirements further comp licate intelligence training support requirements. All training will be executed in accordance with applicable USASOC, USASFC, 10th SFG, SOCOM and TRADOC guidelines to ensure that student meet and exceed established training standards and to facilitate th e sustainment and enhancement of perishable SOF unique intelligence skill sets. The purpose of this contract is to provide for professional intelligence training services and intelligence support services for the Group. Accordingly, all work performed under this contract must be coordinated and approved in advance through written Delivery Orders developed in coordination with the 10ths SFG S3 and approved and incorporated by reference by the Contracting Officer (CO). The CO for this contract will be lo cated at Fort Carson, Colorado. 1.2 Performance Requirements In support of 10th SFG training requirements, the Contractor shall utilize a systematic process to design, develop, revise, and implement new and existing training courses. This will ent ail the development of training design document and records when required to include course lesson plans, training aids, student handouts and guides, and training evaluation tools. The contractor must be capable of providing quality services for 4 stu dents. Using TRADOC approved methodologies and USASOC/SWCS approved curriculum where applicable, the Contractor will be required to provide qualitative int elligence training. The services provide will support all phases of intelligence training and support and will give the Group a source of updated Subject Matter Expertise in critical intelligence operational capabilities and intelligence support technical systems. Performance under this contract shall take place in Contractor provided facilities with in a 75 mile radius of Fort Carson, CO and the Contractor shall have a Culmination Exercise outside a 500 mile radius of Fort Carson, CO. This effort ma y be delivered outside the continental U.S. The contractor shall perform managerial, administrative and instructor functions related to 10th SFG oriented intelligence training. A 10th SFG Government representative will schedule intelligence training co urse iterations as required to satisfy 10th SFG mission needs. This requirement shall necessitate a commensurate degree of flexibility on the part of the contractor with regard to employee workload scheduling, course preparation and the execution of the p erformance and performance quality of the requirements iterated throughout this SOW. The contractor shall provide the necessary personnel, financial, project management, and administrative systems, equipment, materials, facilities access, technical suppor t, and other services to perform assigned tasks and to meet performance requirements described in this SOW. All equipment, systems, databases, information, and materials acquired, developed, or used by the contractor under this contract shall remain the p roperty of the 10th SFG. 1.3 Intelligence Support Requirements Jedburgh Level II Course-4 Students Dates: 3 March-4 May 2008 Provide TTP focused, non-technology based field craft training based on small team operations. The use of live facilities and low student to instructor ratio ensure a technical, tactical and operationally sound training p roduct. The use of real time culmination exercises that encompass all of the Groups operational environment solidify the training and produce a quality Special Operations Soldier. Students will understand the operational capabilities and limitation of TS O/TEO operations and possesses the superior field craft skills, which include the following: Common Skills, TSO Photo/Video Collection, TSO Tagging, Tracking and Locating, Surveillance, Surveillance Detection and Counter Surveillance, TSO Audio/Video Inst allations, Covert Entry, Technical Exploitation Operations. Day 1-55 must be with in a 75 mile radius of Fort Carson. Culmination Exercise must be a minimum of 8 days and outside a 500 mile radius of Fort Carson and integrate foreign cultures relevan t to current SOF missions. End State: Students understand the operational capabilities and limitations of TSO/TEO operations and possesses superior field craft skills. Dates: 3 March-4 May 2008 2.0 Security of Classified Items, Systems and Infor mation 2.1 The contractor shall possess or obtain a facility clearance at the classification level of SECRET and upon notification by the Government be able to obtain a facility clearance at the classification level of SECRET. Contractor employees prov ided in support of this contract shall be able to obtain a SECRET security clearance. Contractor employees shall have a SECRET security clearance prior to performance and provide a list of instructors with SECRET clearance to 10th SFG (A). 2.2 Contra ctor personnel shall have access and are authorized to courier Government classified material that would be required for performance of the contract. As such, all contractor employees providing support under this contract shall possess a current and valid (at contract performance start date) SECRET security clearance. 2.3 Classified documents required by the contractor for performance of tasks iterated thr oughout this SOW shall be stored in appropriate classified containers provided by the Government for that purpose. Project sensitive waste shall be disposed of in lockable bins provide by the Government for that purpose. Use of Government furnished netwo rk access(es) shall adhere to all applicable OPSEC and current security policies. 2.4 The provisions of DoD 5220.22-M National Industrial Security Program Operating Manual (NISPOM). Jan 95. apply. 2.5 Physical Security. The Contractor shall be resp onsible for safeguarding all Government property provided for contractor use. At the close of each work period the contractor shall secure Government equipment and classified document or classified Information Technology/Information Management (IT/IM) ite ms in accordance with existing U.S. Army security procedures. 2.6 Contractor shall have the following credentials: a. ASO Level III b. Nationally Certified Computer Forensics Technicians c. 10 years Special Operations Experience in plan ning, executed, and training of unconventional warfare. d. Recent real world Federal Agency experience in order to impart the current tactics, techniques, procedures. e. Must have real world tagging, tracking and locating experience for the curre nt and emerging battle field. 3.0 Quality Control and Quality Assurance. 3.1 Quality Control. The contractor shall establish and maintain a comprehensive and detailed Quality Control Plan (QCP) to ensure the requirements of the contract are provided as specified. One copy of the contractors QCP shall be provided to the KO via the COR, not later than ten working days following notification of award. An updated copy must be provided to the KO via the COR on the contract performance start date and as changes occur. 3.2 The plan shall include at a minimum. 3.3 An inspection system covering all the performance evaluation attributes must specify the areas to be inspected on either a scheduled or unscheduled basis, how often inspections will be acco mplished and the title of the individual(s) who will perform the inspection. 3.4 The methods for identifying and preventing defects in the quality of service performed before the level of performance becomes unacceptable. 3.5 On site records of all inspection conducted by the contractor and necessary corrective action taken shall be made available to the Government during the term of contract. 3.6 Quality Assurance. The Government will evaluate the contractors performance and performance qu ality under this contract based on the Inspection of the Services Clause(s). The Government will record all surveillance observations. When an observation indicates unacceptable performance of performance quality, the COR will request the contractors re presentative to initial the observation. Contract employees shall be subject to impromptu and scheduled physical inspections throughout the year. 3.7 Performance Evaluation Meeting (PEM). The Program Manager shall be required to meet at least weekly w ith the COR and KO during the first month of contract performance. PEMs shall be conducted thereafter as often as necessary as determined by the COR or KO to ensure contractor performance and performance quality remains at a satisfactory level and all wo rk/tasks iterated throughout this SOW is performed in an acceptable manner. However, if the contractor requests a meeting shall be held whenever a Contract Discrepancy Report is issued. The written minutes of these meeting shall be signed by the Contract ors Program Manager, KO and the COR. Should the contractor not concur with the minutes, the contractor shall state any areas of non0concurrence in writing to the KO with in ten calendar days of receipt of the signed minutes. 4.0 Government Furnished F acilities, Equipment, Material and Services. 4.1 Facilities. The Government shall not furnish and/or make available facilities that are currently utilized b y 10th SFG personnel. The contractor will be responsible for providing training facilities. 4.2 Equipment. The contractor will be required to provide all equipment for the fulfillment of contract. 4.3 Material. The contractor will be required to provide all course material for the fulfillment of the contract. 4.4 Services. The contractor will be required to provide all services for the fulfillment of the contract. 5.0 Publication and Forms. 5.1 Publications and forms applicable to this S tatement of Work are listed below. The publications and forms have been coded as mandatory or advisory. The contractor is obligated to follow those publications and use those publications and use those forms coded as mandatory to the extent (that is, a s pecific procedure in a paragraph, section, chapter or volume) specified in the SOW. The contractor shall be guided by those publications or use those forms coded advisory to the extent necessary to accomplish requirements in the SOW and shall work with SO F Representatives to obtain these publications 5.2 The contractor shall be bound to accomplish the tasks set forth in the SOW and the references set forth in the SOW provided that: (1) Should there be a conflict between the SOW and reference set f orth therein the SOW shall control. (2) Should there be a conflict between or among two or more such references, those coded Mandatory by the SOW shall control over those code Advisory. Between or among those similarly coded, those issued by a higher authority shall control over those issued by a lower authority and between or among those issued at the same level of authority, those with a later date of issue shall control over those with earlier dates of issue. (3) Any task set forth in any such reference which shall call for the exercise of non-delegable discretionary Government authority shall be subject to the final approval of the Government official having such authority.
