Description
The U.S. Army Corps of Engineers, Mobile District, intends to award a sole source, commercial items contract for the purchase of twelve IKE 504 geospatial assessment tools with military kitsets. In accordance with FAR 6.302-1, the Government has determined that Science Applications International Corporation , 7125 Columbia Gateway Drive, Columbia, MD 21046-2552, is the only responsible source for this requirement. The Government intends to award a contract by 17 March 2008. This is not a req uest for proposals and no solicitation is available. Firms that believe they can furnish the required items are encouraged to identify themselves and provide written notification to the Contracting Officer within three days from the date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. SAIC, in conjunction with Surveylab, is developing the ike 504, a secure chip Selective Availability Anti-Spoofing Module SAASM vers ion of the current ike 305 hand-held Geographic Information System GIS Capture device. The current ike 305 continues to be the only hand-held GIS related device that incorporates a Global Positioning Satellite receiver; digital camera; inclinometer; compas s; and a laser designator capable of lasing a target up to 1000 meters and getting the associated geo-location information all in one hand-held unit. The ike 504 will expand upon this uniqueness by incorporating the SAASM chip into the ike 305. The SAASM chip, developed by Rockwell-Collins, and controlled by the NAVSTAR GPS-Joint Program Office JPO, uses the state-of-the art security architecture mandated by the DoD for all new GPS systems. The SAASM-based GPS receiver is treated with a tamper-resistant coating to ensure safeguarding of classified military GPS data. The SAASM based receiver is the only receiver that is unclassified when keyed with Selective Availability. Additionally, the unclassified SAASM receiver maintains all secure information inter nally and provides only unclassified outputs, including the permitted point solution information.
