Description
This is notice of the Dept of Interior, Minerals Management Service?s (MMS) intent to award a Sole Source purchase order to Litigation Abstract of Missoula MT to complete the scanning and indexing of the Minerals Revenue Management records. Services can only be provided from the original source as this is a follow-on requirement of the continued provision of highly specialized services. Award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. All responsible sources may submit a quotation which shall be considered by the agency. This purchase is being accomplished under NAICS 518210, SIC 7374 and PSC D312. This requirement is for non-personal commercial services for scanning and indexing to include completion of the scanning and indexing of all existing MRM Federal Records; assist in indexing unit comm and comp royalty agreements, file QA/QC, and delivery of data and images; assist in reassembly of the physical unit agreement files; produce a manual defining the indexing process, including sample documents; and scan, index, and ETL (extract, translate, load) the remainder of the physical folders and microfiche images. Place of performance is Denver Federal Center, Building 85, Denver CO, 80225-0165 MMS in Denver CO, intends to award a sole source labor hour purchase order under the authority of Federal Acquisition Regulation (FAR) Subpart 6.302-1, Other Than Full and Open Competition procedures and FAR Part 12 Commercial Acquisitions. The period of performance is anticipated to be for approximately nine (9) months. The magnitude of the purchase order and estimated value range is between $25,000 and $100,000. No solicitation or Request for Quote (RFQ) is available for this procurement.
