Description
The Naval Surface Warfare Center Panama City Division (NSWCPCD) intends to issue a sole source purchase order to Innovative Professional Solutions (IPS), 8317 Front Beach Rd Suite 17D2, Panama City Beach, FL. 32407, to provide safety and technical support services for the Expendable Mine Neutralization System (EMNS) program. This effort is a continuation of services that Innovative Professional Solutions, Inc (IPS) was providing on the following prior orders with NSWC PC (N61331-03-M-3703, N61331-04-P-3735, N61331-06-P-0028, and N61331-07-P-2506). This effort is sole source for the following reasons. IPS is the only known source that possesses personnel with the following experience: (a) significant experience supporting the EMNS safety program, including specific experience developing safety documentation for the program, (b) specific experience developing the specific technical documentation for the system that is required in this effort, and (c) detailed technic al expertise with the EMNS system/program which is required to perform the functions identified in the SOW for the order. IPS has the unique capabilities and knowledge required to support this effort. No other vendor holds or maintains the specific technical knowledge of the system required to effectively and efficiently perform this tasking. It is estimated that obtaining another source for this support will cost the program at least 50% more money. The Request for Quote (RFQ) number is N61331-08-T-35011. Simplified Acquisition Procedures is the method of award for this procurement. The NAICS code is 541330 with size standard of $4,500,000. The order shall be firm fixed priced with a period of performance from the issuance of award through 30 September 2008. The expected award date is 12 March 2008. Delivery will be to the Naval Support Activity Panama City, Receiving Officer Building 100, 101 Vernon Avenue, Panama City, FL 32407-7001. Delivery terms for this requirement are FOB Destination. A number note of 22 applies to this requirement. In order to be eligible for award firms must be registered in the Central Contractor Registry (CCR). Vendors may obtain information on registration in the CCR by calling 1-888-227-2423, or via the Internet at http://www.ccr.gov. Please note that defense payment office may not make payment unless the contractor is established to receive electronic funds transfer (EFT). EFT payments are based on the contractor?s EFT information contained in the CCR database. The NSWCPC has implemented Electronic Commerce (EC) in the acquisition area. Therefore, this synopsis and any applicable amendments will be available at http://nswcpc.navsea.navy.mil/contracts/ztable/open_actions.html. Vendors should regularly access the NSWCPC web site to ensure that they have downloaded all amendments.
