- The following is a Request For Information (RFI) and Source Sought Notice. This synopsis is for the purposes of conducting market research and does not constitute a Request For Proposal (RFP). Responses cannot be accepted by the Government to form a binding contract. The intent of RFI is to understand the market potential and market costs for providing a comprehensive security access system aboard Marine Corps Installations West (MCIWEST) Installations, which include: Camp Pendleton, CA; Marine Corps Air Station (MCAS) Miramar, CA; MCAS Yuma, AZ; Marine Air Ground Task Force Training Center Twentynine Palms, CA; Marine Corps Logistic Base, Barstow, CA; and Marine Corps Mountain Warfare Training Center, Bridgeport, CA. Currently the Government anticipates a phased installation plan, beginning with Camp Pendleton. Background: Marine Corps Installations West (MCIWEST) has a requirement to obtain an access control system that is capable of provide varying degrees of background screening, to include contractor accreditation, personal identity verification card issuance, background checks, and criminal history for non-Federally identified entrants to MCIWEST installations. The objective is to enhance installation security, while also providing visitors, contractors and government employees a method to efficiently gain access to MCIWEST installations. The Primary purpose of this system will be to screen all persons not holding Federal Government issued identification who wish to access any MCIWEST installation. Statement of Objectives: MCIWEST is seeking a single turn-key system that is capable of meeting most, if not all, of the objectives listed below. 1) Ability to scan, validate, and authenticate any non-encrypted United States issued drivers license, or United States government issued identification. 2) Ability to access state DMV / BMV databases to confirm driving privileges and license status from NLETS participating states. 3) Ability to access all military services law enforcement databases to determine debarment, driving restrictions, history of on base incidents for any DOD installation to include CLEOC (DONCJIS if applicable ), COPS, and SFMIS. 4) Ability to access open source data bases for wanted persons and persons of interest. 5) Ability to access Regional and State DMV / BMV databases for ?Wants/Warrants Query Only.? 6) Ability to create visitor log / database and update daily, and provide statistical reports. 7) Ability to set and track visitor access frequency protocols and display an access denial screen based on those protocols. 8) All database information will be current (updated at minimum every 15 days). 9) Ability to issue passes in paper form or badges in hard plastic form. Badges in hard plastic form must have individual pictures and identifying data embedded. 10) Compatible and based on the Defense Biometrics Identification System, Version 3.0. 11) Capability to manually create, input, and scan lists/rosters (i.e., essential personnel rosters) for specific events or during heightened Force Protection Conditions. 12) Security guard hand-held unit which reads the badge/drivers license and verifies information with database. Reader must have scan and swipe capability. 13) Equipment to support 24/7 operations at all gates for all installations simultaneously, including some backup equipment for contingencies. 14) Database information sufficiently protected IAW DOD PII protocols and federal information security laws. 15) Ability to screen ingress/egress of all entrants at any MCIWEST installation and share database information with other installations within the region. 16) Ability to adjust the level of background check based on entrant category of three levels: a. Long-Term (conducted annually) i. Detailed Personal Background Screening within 15 days ii. Business Enrollment ICW DODI 2000.16 iii. DCII Criminal History Check iv. SSN and Positive Identity Verification b. Short-Term (90 day pass limited to two per calendar year) i. NCIC III CRIMINAL HISTORY ii. Positive Identity Verification c. Visitor (1 day pass) ? Queries performed in 10 seconds or less i. Military Services Records Check (CLEOC, SFMIS, and COPS) ii. Open Source database check iii. Law Enforcement Wants / Warrants Files 17) Ability to conduct unlimited open source database queries for a set fee. 18) Ability to provide regular reports and personal data information on applicants to Installation Law Enforcement Personnel. . Requested Response: All potential offerors are requested to respond with a capability brief (using Microsoft PowerPoint software) that outlines their general abilities to meet the objectives listed above. The intention is to determine if the entire capability can be met, therefore proprietary or overly detailed information should not be submitted. Potential offerors are also encouraged to list additional objectives that MCIWEST may wish to consider, and may also list any challenges or problems associated with the objectives. Offerors are requested to suggest a pricing arrangement (i.e. flat-fee per access point, charge per person, etc.) The Government is particularly interested in determining if a ?no direct cost? to the Government arrangement is feasible, and if so; how would such an arrangement be priced to the personnel requesting access to the installation (in general terms). Capabilities Briefings are requested to be in the following format: 1. Executive Profile that provides information about the potential offeror, including business size and experience with providing similar systems. 2. Overview of the system, including the technology to be utilized. 3. The system?s ability to meet the 18 objectives specified above. 4. Warranties and Maintenance requirements. 5. Installation / infrastructure requirements. 6. Timeline to becoming fully operational. 7. Additional or forthcoming capabilities. 8. Any challenges or problems 9. Proposed pricing arrangement. Participation in responding to this RFI will have no bearing on the ability to participate in any forthcoming Request For Proposal (RFP), nor will participation in this RFI exclude potential offerors from participating in any forthcoming RFP. The Government will not pay for any costs associated with responding to this RFI. The Government, in its discretion, may seek additional information from any responder, but is not obligated to do so. The Government will not release a listing of companies that responded to this RFI.
