- NAICS Code: 334516 The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures to University Research Glassware Co Inc, dba U R G, located at 116 S Merritt Mill Rd in Chapel Hill, North Carolina, 27516, for the acquisition of a U R G laboratory instrument upgrade. Upgrade from an Anion Particle and Gas Sampler configuration (URG-9000C) to an Anion and Cation Particle and Gas Sampler configuration (URG-9000D). The upgrade involves (i) upgrading the manufacturer's proprietary integration software to control additional sampling and analysis functions, (ii) reconfiguring the instrument with an additional Rheodyne valve and upgrading a custom syringe pump, and (iii) providing an additional reagent free ion chromatography (IC) system with a custom imbedded chip to allow two-way communication with the AIM 9000 control software. U R G has exclusive copyrights, patents, and/or trade secret ownership; and, therefore, is the only vendor that can satisfy the requirement. In order to ensure correct instrument operation, the circumstance permitting is FAR 13.106(b) (1) "only one source reasonably available". The intent of this notice is to determine if any other source(s) exist; and, therefore, no solicitation (RFQ) is available. Consequently, any response failing to demonstrate the contractor's ability to provide the U R G instrument upgrade and instead choosing merely to submit a routine letter requesting a copy of the RFQ will be ignored. The information received in response to this notice will be considered solely for determining whether to conduct a competitive procurement. Interested parties may submit written qualification statements, fully explaining their capability, no later than 15 days after the date of this publication.
