- *********Respond only to Elizabeth Mudler/DFS via email at Elizabeth.emudler@nasa.gov or via fax at 256-544-4401*********** NASA/MSFC has a requirement for ABAQUS Software License Renewal. This procurement is for maintenance, enhancement, support, and license lease renewal for the ABAQUS finite element software and related products CAE and VCCT. ABAQUS finite element software is used in the structural analysis of spaceflight hardware on multiple projects including ET, SRB, RSRM, and CLV. Personnel in the following organizations will use the computer programs identified in the requirements: Dynamics, Loads, & Strength Branch/EV31, Life Support, Thermal & Mechanical Analysis Branch/ES22, Structural and Dynamics Analysis Branch/ER41, Damage Tolerance Assessment Branch/EM20, and their respective engineering support service contractors. NASA/MSFC intends to sole source this procurement to Dassault Systemes Simulia Corp. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact, Elizabeth Mulder at elizabeth.e.mudler@nasa.gov or fax to 256-544-4401 not later than 2:30 p.m. CST on 03/03/2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See below: 1852.215-84 Ombudsman (OCT 2003) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and contractors during the preaward and postaward phases of this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman is not to diminish the authority of the contracting officer, the Source Evaluation Board, or the selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of formal contract disputes. Therefore, before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.
