- This is a Combined Synopsis/Solicitation (CSS) for a commercial item prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Part 12 Acquisition of Commercial Items and Part 13 Simplified Acquisition Procedures, as suppleme nted with additional information included in this notice. This announcement constitutes the only solicitation. Request for Quotation (RFQ) is being requested and a written solicitation will not be issued. The solicitation document and incorporated provi sions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-23 and Class Deviation 2005-o0001 dated 25 January 2008 and Defense Federal Acquisition Regulation Supplement (DFARS) current to DCN 20080124 edition. The awarded contra ct will be firm fixed price. It is anticipated that payment will be made by Government Visa Payment Card. Offerer shall account for any costs associated with accepting Visa payment. This commercial acquisition is being solicited as 100% small business s et aside. The North American Industry Classification System (NAICS) is 332312 with a size standard of 500 employees. All prospective offerors must be actively registered in the Central Contractor Registration. Offerors may register online at http://www. ccr.gov/Start.aspx. The quotation shall consist of a quantity of 7 forty-foot extra heavy duty aluminum crankup towers with T-Base for lowering to ground. Each tower must consist of 2 twenty-foot main telescoping parts manufactured from 6063-T832 and 606 1-T6 aluminum alloys with tungsten inert gas (TIG) welding. Each telescoping part must be fitted with an aluminum tilting base designed for bolting to a concrete pad. The tower must have a stainless steel worm gear winch, pulley, and steel cable. The to wer must be able to extend to a height of 40 feet and a minimum of approximately 24 feet. The towers lower unit must contain supporting brackets for high-wind stability that shall attach to Yuma Proving Grounds Signal Acquisition System. Located at the apex of the antenna there must be a removable, square, top plate and eighteen inches below a rotor plate will be permanently mounted. Brand name or equal is necessary to meet the minimum requirements per FAR 6.302-1(c). Additional Specifications are loc ated at the U.S. Army Contracting Agency Yuma website at: https://www.yuma.army.mil/site_contracting.asp. The Government intends to award a contract to the responsible offeror whose offer conforming to the proposal will be the most advantageous to the Gov ernment based on best value. All quotations shall include any costs to U.S. Army Yuma Proving Ground, Yuma, Arizona 85365-9498. Arizona vendors are to include the Arizona Transaction Privilege Tax. All quotations shall be clearly marked with Request for Quotation referencing number W9124R-08-T-1014 and emailed or sent to the Point of Contact (POC) below no later than 04 March 2008 at 4:30 PM MST Mountain Standard Time (MST). In addition, all technical questions concerning this requirement must be emaile d to the below POC no later than 03 March 2008 at 10:00 AM Mountain Standard Time (MST). Offerors that fail to furnish required representations or technical information as required by FAR Clause 52.212-1 cited below or reject the terms and conditions of t his solicitation may be excluded from consideration. The following FAR Clauses and Provisions are incorporated by reference and apply to this acquisition. If the offeror has completed the annual representations and certifications electronically at the Online Representations and Certifications Application (ORCA) website at http://orca.bpn.gov then the offeror shall only complete paragraph (l )(2) of FAR 52.212-3.
