- NASA/ARC has a requirement for four Class II certified electronic flight bags (EFBs) which will support the evaluation of early NGATS merging and spacing concepts. NASA/ARC intends to purchase four Class II EFBs with software to support class 3 applications on the class 2 devices, from Astronautics Corps of America of 4114 N. Teutonia Ave, Milwaukee, WI 53209. Astronautics Corps of America has direct, specific, unique experience and working knowledge of the EFB (Class 1, 2, 3). The Government intends to acquire a commercial item using FAR Part 12. The Electronic Flight Bags will provide the following: The class 2 EFB will be installed in a motion based B747 and a fixed based B777 simulator, and thus should conform to the production aircraft standards. The EFB?s should contain avionics display quality with adaptable hardware and software configurations to support class 2 and 3 applications and should be reconfigurable to support software changes and upgrades to onboard including merging and spacing algorithms, and other applications. Software to support updating the EFBs will be accomplished at NASA Ames Research Center and will be installed in both NASA simulators to support evaluations of flight deck based merging and spacing concepts. The Certified Class II EFBs will also support Class III applications for ownship position during ground operations and updating of the merging and spacing algorithms as they are improved and validated by NASA. The software to support these changes and updates will be provided by the contractor. The Class 2 and 3 EFBs shall be FAA certified and compatible with Euro-Control merging and spacing algorithms and should support an implementation of existing and future LaRC merging and spacing algorithms. See FAA Advisory Circular (AC) 120-76A which defines three classes of EFBs (class 1, 2 and 3) reflecting the levels of integrations of the EFB within the aircraft, and the three types of software (type A, B, and C) reflecting the capabilities of the device. The EFB units that we intend to purchase and install in the B 747 and 777 simulators will include class 2/3 software functions. The hardware will be RTCA DO160D compliant for use in our B747 level D simulator. They can vary in size and weight but must include the following applications, features, and interfaces: Class 2 EFB System -One Display Unit -One Electronic Unit Application Support -The Operating System will be Windows XP Pro, Service Pack 2. -The Linux Operating System, as is used on the UPS Class 3 systems, can be loaded. -The architecture shall be open so as to support NASA?s developing/customizing applications. -A software development kit to support the development of applications will be provided. -Application programming interfaces to any bezel keys or touch screen input features will be provided. -Documentation on the integration into the EFB of new/customized applications will be provided. -Minimum of 70G of free disk space for new applications/data shall be available on each system. At the time of delivery the following applications will be installed and then supported on the EFB : Electronic charts, checklist, and documents; flight performance calculations and planning; video surveillance and weather. Additionally, the EFB will support ADS-B CDTI applications such as ACSS SafeRoute sequencing and merging, surface surveillance, and other ADS-B applications as they are developed. Features -The Class 2 display Unit will provide the same crew interface as the Class 3 display unit that is certified on UPS 747/757 aircraft. -Display will be 10.4 XGA AMLCD Interfaces -The EFBs will be installed in NASA?s Level ?D? B747 full motion flight simulator and thus must support standard communications with simulation architecture. (ARINC-429, Ethernet, RS-422/232, Ethernet, USB, PS/2, video, 802.11 wireless) -Additionally, two of the EFBs will be installed in a NASA fixed based B777 simulator which is a windows environment, and must at a minimum provide Ethernet, USB and PS/2 interfaces. -Touch screen -Programmable Bezel soft keys -Systems operate independently but provide cross talk capability enabling each crew member to view the other?s data and to support the cross loading of data bases. -Virtual keyboards and display cursor control -The units shall support an external keyboard -Each unit will be capable of fixed or adjustable mounting Power adapters for running two of the systems from ?wall? current will be provided. Miscellaneous -Delivery shall be within 3 months of ARO. Interested organizations may submit their capabilities and qualifications to Hai-Nam.H.Tran no later than 12:30 p.m. local time on 3/6/2008. Please reference NNA08225809Q-AMT in any response. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
