Description
NASA/MSFC has a requirement for one (1) Common Bulkhead Automated Testing System (CBATS). NASA/MSFC intends to purchase the item from Wesdyne International, Inc on a sole source basis. Wesdyne International is the only known supplier that has successfully constructed an integrated robotic inspection system for large acreages and varying geometries of aerospace components similar to CBATS. Wesdyne International is the only known manufacturer capable of manufacturing an integrated robotic inspection system to meet the government?s current need to inspect large spun formed domes and large dome/honeycomb bondlines. Due to the large size and complex shape of the components to be inspected, and the criticality of the inspections for verification of domes and common bulkhead bondlines, an integrated NDE inspection system is required to assure the integrity of Ares I common bulkhead components before and after assembly. Also, due to the thin aluminum skin thickness and geometry of the Ares I domes, the close-tolerance positioning and manipulation of inspection probes achievable by this core robotic integration technology will be required. Wesdyne International has manufactured similar integrated robotic systems that are capable of close-tolerance positioning and manipulation of inspection probes. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Janet Appleton at janet.l.appleton@nasa.gov or fax to 256-544-6560, no later than 4:30 p.m. local time on 3/4/2008; other points of contacts are listed below. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
