- The National Institute of Environmental Health Sciences is soliciting proposals for the purpose of providing administrative and scientific support for the development of informational materials and background documents on substances nominated to the National Toxicology program for various types of toxicological testing, to include: 1) Literature Search and Evaluation - Comprehensive literature and database searches for chemical, biological or physical substances or classes of substances under consideration by the NTP for toxicological testing and prepare brief summaries of those literature searches; 2) Preparation of Toxicological Summary Reports - Review the data and information gathered in the literature searches, summarize the material relevant to the individual substance(s), and prepare a comprehensive written review (Toxicological Summary Report) of information on production levels, uses, pertinent regulations, human health and environmental effects, toxicological effects, and relevant structure-activity relationships for each substance. The toxicological effects information shall also be presented in summary tables; and 3) Preparation of structure data files - Prepare electronic summary data files in structure data file (SDF) format and Microsoft Excel spreadsheet format using an appropriate cheminformatics software application. The anticipated release date for the solicitation is March 14, 2008. The anticipated effective date for the award is September 30, 2008. The contract will consist of a five year base period and three one year options. The contract will be a cost reimbursement completion type contract. For estimating purposes the Government anticipates an approximate level-of-effort of 5,200 professional direct labor hours, 16,640 technical direct labor hours and 4,160 administrative support direct labor hours for the base period and 1,040 professional direct labor hours, 3,328 technical direct labor hours and 832 administrative support direct labor hours for each optional period for a total of 41,600 total direct labor hours. All requests must reference RFP No. NIHES2008027 and must be directed to the office listed above. This requirement is set-aside for small business therefore all eligible responsible sources may submit a proposal which shall be considered by the Agency.
