- SUBJECT: Sole Source Modification Award Notice for a Safety Retrofit kit (Range Finder with Interlock) for the GBD-IIIC to B. E. Myers, Inc. Under the authority of FAR 6.302-1, The Marine Corps Systems Command (MARCORSYSCOM), Quantico, VA intends to award a sole source modification to contract M67854-07-F-1014 to B. E. Myers, 14540 NE 81ST Street, Redmond, WA 98062. For safety retrofit kits for the Green Beam Designator III Custom (GBD-IIIC) LASER currently fielded. The GBD-IIIC is used to provide a visual warning to incoming vehicles that are approaching U.S. lethal force authorized zones. The purpose of this notice is to make the public aware of the Marine Corps Systems Command intent to award. The award will be for 1,185 each of the interlocking safety retrofit kits. B. E. Myers is the sole manufacturer of the GBD-IIIC LASER. The LASER safety retrofit kits are designed and manufactured exclusively by B. E. Meyers to provide an interlocking automatic shut down of this GBD-IIIC LASER. The interlocking range finder on the GBD-IIIC will minimize the likelihood of accidentally firing at a target within the No minal Ocular Hazard Distance (NOHD). Failure to provide this capability as soon as possible could result in Marines and Iraqi civilians being inadvertently lased within the NOHD, resulting in permanent eye damage. The safety retrofit kits must be compatible with the GBD-IIIC LASERs that are currently being employed by Marines in theater. This is not a formal solicitation; furthermore, this synopsis is not considered a Request for Quotation or Proposal. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice. Any response to this notice must show clear and convincing evidence that the required capability is available from other sources and competition would be advantageous to the Government. If no affirmative written response is received, the purchase will be awarded without further notice. A determination by the Government not to compete this proposed contract modification based on this notice is solely within the discretion of t he Government.
