Description
The 55th Contracting Squadron, Offutt AFB, NE plans to award a sole source follow-on contract to Johns Hopkins University Applied Physics Laboratory (JHU/APL), a DoD-chartered University Affiliated Research Center (UARC) for continued engineering, research, and development tasks in support of United States Strategic Command (USSTRATCOM) and associated DoD agencies supporting the USSTRATCOM mission areas. This is a follow-on effort to 55th CONS contract FA4600-04-D-0003 which has a ceiling of $50,000,000. JHU/APL currently supports USSTRATCOM?s mission of providing the nation with global deterrence capabilities and synchronized DoD effects to combat adversary weapons of mass destruction worldwide. As a neutral third party, JHU/APL additionally furthers USSTRATCOM?s role to enable decisive global kinetic and non-kinetic combat effects through the application and advocacy of integrated intelligence, surveillance and reconnaissance (ISR); space and global strike operations; information operations; integrated missile defense and robust command and control. Under this contract JHU/APL will continue providing services in the same critical challenge areas with specific taskings in Strategic Systems Test and Evaluation, Submarine Security and Survivability, Space Science and Engineering, Combat and Guided Missile R&D, Theater Air Defense, Information Technology (C4ISR/IW) & Information Operations, Simulation, Modeling, and Operations Analysis, and other Mission-Related Research and Development projects. This effort will be a Cost-Plus-Fixed-Fee (CPFF), Indefinite Delivery-Indefinite Quantity (IDIQ) contract with a five-year ordering period, and an estimated ceiling of $80,000,000. Award will be pursuant to 10 U.S.C. 2304(c)(3)(b) to maintain essential engineering, research, or development capability to be provided by an educational institution. This notice of intent is not a request for competitive proposals or capability packages.
