Description

This is a Sources Sought Announcement for the purpose of determining market place availability of large and small businesses capable of fulfilling a requirement. A response is requested, however, NO formal proposals are solicited nor will any be acc epted as a result of this sources sought. The Southern Region Contacting Center - East (SRCC-E), Fort McPherson, Georgia is conducting research to find out how many sources are capable of providing 1) 24/7 helpdesk support, 2) operator training, 3) mainte nance/repair/parts support service for current and future users of transportable satellite communication (SATCOM) terminal systems worldwide, 4) capability to obtain/supply replacement parts as part of user/regional operator level maintenance/repairs and 5 ) capability to field (i.e. manufacture/purchase and ship) new systems worldwide. The SATCOM terminal systems are/will be part of the Digital Video and Imagery Distribution System (DVIDS), a program under the direction of USARCENT/Third US Army Central ( CENTCOM) and are used to send interviews, imagery, video footage and print stories to a centrally located hub. Currently fielded DVIDS SATCOM terminals are in three (3) configurations (*) with a potential requirement for two (2) additional configurations. Configuration types are DVIDS Type A (~1m antenna) - Deployable (*), DVIDS Type B (~2.4m antenna) - Transportable (*), DVIDS Type C - Man-packable (*), DVIDS Type D (~1.6m antenna) - Vehicle (HMMVV) Mounted, and DVIDS Type E - Maritime. The Contractor s hall (1) provide 24/7 technical helpdesk support, (2) conduct on-site training (stateside and overseas), (3) provide unscheduled in/out of warranty maintenance/repairs services, (4) provide annual scheduled/preventive maintenance inspection services and (5 ) obtain and field new complete DVIDS SATCOM terminal systems. Currently fielded systems are configurations of the Norsat Newslink? (DVIDS Type A/B ~105) and Norsat Globetrekker? (DVIDS Type C - 1 ea.) systems manufactured and serviced by Norsat Internati onal (America), Inc. Future systems may be Norsat systems or have at least equal performance characteristics. The anticipated North American Industrial Classification System (NAICS) code is 517410 - Satellite Communications; small business size standard $13.5 million. Interested parties are invited to provide a capabilities statement addressing their ability and/or demonstrating their successful experience providing the services listed above. All interested business concerns are required to respond to t his sources sought announcement via email not later than 12:00 Noon (EST), Wednesday, 12 March 2008 to 'harrison.d.carter@us.army.mil.' Responses shall not exceed 10 pages and MUST include verification of company size classification (Central Contractor Re gistration (CCR) printout is NOT sufficient), company point of contact, email address, telephone number and fax number information. The Government will not reimburse any costs for any information that is submitted in response to this Source Sought request . The information provided in response to this sources sought announcement will be used to finalize the acquisition strategy for this requirement. All interested business concerns responding to this sources sought announcement must contact H. David Carte r NLT 12:00 Noon (EST), 10 March 2008, for a copy of the DRAFT Performance Work Statement (PWS), no exceptions.
