Description
1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; p roposals are being requested and a written solicitation will not be issued. (i) The solicitation number is W911QX-08-T-0063. This acquisition is issued as a Request for Quotation. (ii) The solicitation document and incorporated prov isions and clauses are those in effect through Federal Acquisition Circular 2005-23. (iii) This acquisition is Full and Open. The associated NAICS code is 332993. The small business size standard is 1500. (iv) The following is the contr act line item numbers and item, quantity and units of measure: CLIN 0001 500 Pounds of Ethylenediamine Dinitrate (EDDN) to include shipping in accordance with the attached specifications. 1 Each; CLIN 0002 500 POUNDS OF Diethylenetriamine Trinitrate (DETN ) to include shipping in accordance with the attached specifications 1 Each. (v) Salient Characteristics  EDDN Purity 99 percent minimum (on dry basis) Acid content maximum 0.05 percent Water content maximum 0.5 pe rcent Particle Size 2- 300 micron Melting point 188 plus/minus 2 degree C (based on 10 degrees C per minute) Water insoluble maximum 0.5 percent Density 1.59 plus/minus 0.05 grams per cubic centimeter DETN Pur ity 99 percent minimum (on dry basis) Acid content maximum 0.05 percent Water content maximum 0.5 percent Particle Size 2-300 micron Melting point 151 plus/minus 2 degree C (based on 10 degrees C per minute) Water insoluble maximum 0.5 percent Density 1.58 plus/minus 0.05 grams per cubic centimeter (vi) Delivery is required no later than 8 weeks after the award is made. Delivery shall be made to the US Army, Aberdeen Proving Ground, Ammunition Receiving, B uilding 714, Aberdeen Proving Ground, MD 21005. Acceptance shall be performed by an authorized Government Representative at the Government site. The FOB point is Destination. (vii) The following provisions and FAR/DFAR clauses can be obtained at http://www.arl.army.mil/contracts/opport.htm, http://farsite.hill.af.mil/VFFAR1.HTM or http://farsite.hill.af.mil/VFDFAR1.HTM. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. (ix) Of ferors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, and DFARS 252.212-7000, Offeror Representations and Certifications -Commercial Items, with its offer. The provi sion at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. a. Proposals will be evaluated in three areas: (1) ability to meet specifications and (2) past performance and (3) price. Areas 1 and 2 are of equal importance and wh en combined are more important than price. Price will not be scored but will be considered in the award decision on a best value basis. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Specifications - Evaluation will be based on the ability of the proposed product to mee t the specifications. Failure to meet any of the specification will cause rejection of the offerors proposal. (2) Past Performance - Performance record of the proposed product in meeting technical specifications; the offerors ability to meet de livery schedules; the offerors record of servicing the proposed product (maintenance, product updates, warranty, etc.) b. Offerors must provide with th eir proposal at least three records of past sales of the proposed product (or similar products). Submit the company name of the customer and provide a point of contact and telephone number. Offerors are encouraged to submit with their proposal any corres pondence with these companies that indicates quality of performance. c. The government reserves the right to award to other than the lowest price. The Government also reserves the right to make award without discussions or negotiations. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. (x) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. (xi) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items and DFARS 252.212-7001, Con tract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, applies to this acquisition.
