Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format found in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a separate written solicitation will not be issued. The solicitation number for this request is 201818R005, and the solicitation is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through the current Federal Acquisition Circular (FAC) and Federal Acquisition Regulation (FAR). This solicitation is Unrestricted Full and Open Competition. Both Small and Large business may submit proposals. The U.S. Fish and Wildlife Service encourages the participation of small, disadvantaged, minority and women-owned businesses. The NAICS Code 423740, with a size standard of 100. The U.S. Fish and Wildlife Service, San Marcos National Fish Hatchery and Technology Center has a requirement for a up to seven (7) water chiller units as described below. The Government intends to issue a contract to the responsible offeror whose total offer represents the best value for the Government, price and other factors considered. Prices must include all cost for furnishing and delivering subject water chillers. PLACE OF PERFORMANCE: The Contractor will provide up to seven (7) water chiller units to the San Marcos National Fish Hatchery and Technology Center in San Marcos, Hays County, Texas. BID SCHEDULE: Bid Item One: Water Chiller Unit 1 each $____________ Option Bid Item Two: Additional Water Chiller Unit 1 each $____________ *As required under FAR 52.214-21, Descriptive Literature, submit descriptive literature and technical data for items bid. SCOPE OF WORK AND EQUIPMENT REQUIREMENTS The Contractor shall provide: Up to seven Delta Star Chillers with Heaters by Aqua Logic, OR EQUIVALENT (FAR 52.211-6 Brand Name or Equal) system(s) with the following minimum requirements. GENERAL CHILLER REQUIREMENTS: " Delta Star Chiller with Heater by Aqua Logic, 1 Hp, 230V/1 phase, 7.2 amps, Titanium tube in Shell Heat Exchanger, 12000 BTU, 134A Refrigerant, single union 1-1/2"NPT water connections exit side of enclosure. 1-1/2" to 1" socket bushings supplied; " Controller 2-stage 230V in remote NEMA 4 enclosure. Enclosure is weather proof with water proof control pad and LED display visible to user at all times to have 15 ft. conduit protected cord terminating at screw block in second frame mounted NEMA enclosure, sensor probe with quick disconnect in dry well with 6 ft. cord; " Frame mounted user replaceable 2000 watt 230V/1 phase inline titanium heater module with safety flow switch and heater limit switch; " Heater Limit Switch " Crankcase heater " Water flow switch 230V " Galvanized (only) enclosure with a maximum foot print of 37" x 28" x 22"and easy access louvered side panels; " Interior component floor mounting panel will be water proof plastic(either ABS or PVC); " Overcool switch " All chiller electrical connections in NEMA enclosure to comply with standard USA electrical codes. Electrical connections for controller, sensor, inline heater to terminate in screw block. Main power supplied by 25 foot cord of appropriate gauge terminating in 90 degree plug. " Due to problems encountered with other chillers currently in place at the facility, it is required that the chillers specified under this RPF only have one service port. This is because a second service port which existed on the chillers would leak refrigerant through the second capped service port since a pressure control switch was not necessary for the specified unit. DELIVERY POINT, (FOB): The date and place of delivery and acceptance and FOB point shall be: San Marcos National Fish Hatchery & Technology Center, 500 East McCarty Lane, San Marcos, Hays County, Texas, 78666. Delivery shall be made no later than April 30, 2008. Early delivery is acceptable. PROVISIONS AND CLAUSES: The Provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The applicability of FAR 52,212-2, Evaluation-Commercial Items applies, and the specific criteria to be used for evaluation shall be as follows: 1) Total Price; (cost analysis for determining low bidder will be based on total overall bid for items selected per schedule). 2) Equipment and technical acceptability to the specifications listed in this solicitation. 3) Additional discounts and/or rebates. The provision found at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items applies to this acquisition. The Clause found at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. The clause at FAR 52.211-6, Brand Name or Equal, applies to this acquisition. The clause at FAR 52.217-5, Evaluation of Options, applies to this acquisition. The clause at FAR 52.217-7, Option for Increased Quantity - Separately Priced Line Items, applies to this acquisition. The clause at FAR 52.214-21, Descriptive Literature, applies to this acquisition. PROPOSAL SUBMISSION: Proposals must be received on or prior to the closing date of this solicitation. Closing date of this solicitation is March 19, 2008 at 4:30 pm (Mountain). Proposals may be submitted on letterhead and must include, at a minimum, unit price for each item, extended price, item description as detailed above, prompt payment and warranty terms, name, phone number and address of your point of contact.
